CVC Disposed of 1266 Cases in April 2010
Major Penalty Proceedings Recommened Against 99 Officers

The Central Vigilance Commission disposed of 1266 cases during April 2010 referred to it for advice. The Commission advised imposition of major penalty against 99 officers including 15 from Central Board of Excise & Customs, 13 from State Bank of Bikaner & Jaipur, 11 from Coal India Ltd., 8 from M/o Railways, 7 each from UCO Bank and Bank of Baroda, 5 from MCD, 4 each from Bharat Sanchar Nigam Limited and Department of Telecommunications, 3 each from Canara Bank and DDA. Remaining 19 cases pertained to different departments of the Government of India and PSUs.

The Commission received 1688 ordinary complaints during the month. Of these, 1266 complaints were sent for necessary action/ATR whereas 95 complaints were sent for investigation and report. No action was required on 285 complaints.

On the Commission’s recommendations, the competent authorities issued sanctions for prosecution against 33 officers.

Recoveries to the tune of Rs.4.70 crore were affected after Commission conducted technical examination of some departments.

The Prevention of Corruption Act, 1988 (PC Act) and the Central Vigilance Commission Act, 2003 (CVC Act) provide the effective investigative machinery into the offences of corruption. The Central Vigilance Commission alongwith the Central Bureau of Investigation and the Ministries concerned every year draw specific lists of officers of doubtful integrity who are kept under surveillance. The enactment of the Right to Information Act, 2005 as a comprehensive legislation provides an effective mechanism for access to information and disclosure by the authorities to work against any corrupt practices and exploitation.

So far as CBI is concerned, as on 31.01.2010, there are 1061 cases under investigation. The time taken for investigation of cases by the CBI depends on the nature of cases, number of voluminous documents requiring scrutiny and the number of witnesses. CBI endeavors to complete investigation in all cases at the earliest. There is a laid down system of holding monthly and quarterly review meetings where the cases under investigation are examined with a view to finalize them early.

This information was given by the Minister of State in the Ministry of Personnel, Public Grievances and Pensions Shri Prithviraj Chavan in written reply to question in the Lok Sabha.

MAJOR PENALTY PROCEEDINGS RECOMMENED AGAINST 70 OFFICERS



CVC disposed of 468 cases in December 2009

The Central Vigilance Commission disposed of 468 cases during December 2009 referred to it for advice. The Commission advised initiations of major penalty proceedings against 70 officers. Of these, 20 were from public sector banks, 17 from M/o Railways, 11 from Northern Coalfields Ltd., 4 from Western Coalfields Ltd., 3 from MCD, 2 each from Ministry of Home Affairs and Central Board of Excise and Customs. The remaining 9 cases pertained to different departments of the Government of India and PSUs.

The Commission also advised imposition of major penalty against 66 officers including 13 from MCD, 11 from Public Sector Banks, 9 from M/o Railways, 6 from Central Board of Excise and Customs, 4 each from M/o Commerce and Central Coalfields Ltd., 3 each from Central Warehousing Corp. Ltd. and Hindustan Paper Corpn., 2 each from D/o Telecommunication, Eastern Coalfields Ltd., Khadi & Village Industries Commission and M/o of Textiles. Remaining 3 cases pertained to different departments of the Government of India and PSUs.

The Commission disposed 1122 complaints during the month. Of these, 1021complaints were sent for necessary action/ATR whereas 101 complaints were sent for investigation and report.

On the Commission’s recommendations, the competent authorities issued sanctions for prosecution against 12 officers including 5 from M/o P,PG & Pensions, 2 from Punjab National Bank and 1 each from CBDT, M/o External Affairs, CBEC, M/o of Small Scale Industry and M/o of Commerce.

Recoveries to the tune of Rs. 68.63 crore were affected after Commission conducted technical examination of some departments.

CVC disposed of 472 cases in September 2009



MAJOR PENALTY PROCEEDINGS RECOMMENED AGAINST 70 OFFICERS

The Central Vigilance Commission disposed of 472 cases during September 2009 referred to it for advice. The Commission advised initiations of major penalty proceedings against 111 officers. Of these, 24 were from M/o Railways, 19 from Govt. of NCT of Delhi, 15 from MCD, 14 from public sector banks, 4 each Deptt. of Education, Deptt. of Defence Production, Ministry of Urban Development & EPFO and 3 each Central Coalfields Ltd. , NDMC, LIC and Ministry of External Affairs The remaining 11 cases pertained to different departments of the Government of India and PSUs.

The Commission also advised imposition of major penalty against 70 officers including 11 from Public Sector Banks, 8 from Central Board of Excise and Customs, 7 from MCD, 6 from Deptt. of Telecommunications, 5 each from United India Insurance Co. Ltd. & Ministry of Defence, 4 each from Kendriya Vidyalaya Sangathan & Ministry of Railways, 3 from Central Board of Direct Taxes, 2 each from National Insurance Co. Ltd., Central Coalfields Ltd., CPWD & DDA Remaining 9 cases pertained to different departments of the Government of India and PSUs.

The Commission disposed 1131 complaints during the month. Of these, 987 complaints were sent for necessary action/ATR whereas 144 complaints were sent for investigation and report.

On the Commission’s recommendations, the competent authorities issued sanctions for prosecution against 26 officers including 18 from CBEC, 3 from Ministry of Personnel, Public Grievances & Pensions, 2 from CBDT and one each from Home Affairs, BSNL & Ministry of Railways. Major penalty was imposed on 47 officers. These included 16 from Public Sector Banks, 14 from Ministry of Railways, 7 MCD and 3 from DDA. The remaining 7 cases pertained to different departments of the Government of India and PSUs.

Recoveries to the tune of Rs. 61.25 crore were affected after Commission conducted technical examination of some departments.

CVC disposed of 536 cases in August 2009



MAJOR PENALTY PROCEEDINGS RECOMMENED AGAINST 68 OFFICERS

The Central Vigilance Commission disposed of 536 cases during August 2009 referred to it for advice. The Commission advised initiations of major penalty proceedings against 106 officers. Of these, 21 were from M/o Railways, 21 from public sector banks, 13 from MCD, 8 from Northern Coalfields Ltd., 5 from Central Coalfields Ltd., 4 each from CBEC, MHA & Ministry of Urban Development, 3 each from P.G. Institute of Medical Education & CBDT, 2 each from D/o Telecommunications, Ministry of Labour and ESIC. The remaining 7 cases pertained to different departments of the Government of India and PSUs.

The Commission also advised imposition of major penalty against 68 officers including 14 from National Aluminum Co. Ltd., 12 each from Central Coalfileds Ltd. & Public Sector Banks, six from Ministry of Railways, 5 each from National Insurance Co. Ltd. & DDA, 2 each from Border Roads Development Board & Central Board of Excise and Customs. Remaining 10 cases pertained to different departments of the Government of India and PSUs.

The Commission launched prosecution against 8 officers. Of these two were from M/o Personnel, Public Grievances & Pensions, and remaining six from Indian Overseas Bank, Deptt. of Telecommunication, M/o Railways, MHA, CBDT and M/o Labour.

The Commission disposed 739 complaints during the month. Of these, 648 complaints were sent for necessary action/ATR whereas 91 complaints were sent for investigation and report.

On the Commission’s recommendations, the competent authorities issued sanctions for prosecution against 20 officers including 16 from CBEC. Major penalty was imposed on 77 officers. These included 10 from FCI, 9 from Ministry of Railways, 8 from New India Insurance Co. Ltd., 7 each from Public Sector Banks & Oriental Insurance Co. Ltd., 6 each from Department of Telecommunications & ICAR, 5 from Eastern Coalfields Ltd., 3 each from DDA, Council for Development Peoples & CBDT, 2 each from Central Warehousing Corp. Ltd. & Ministry of Water Resources. The remaining 6 cases pertained to different departments of the Government of India and PSUs.

Recoveries to the tune of Rs. 29.15 crore were affected after Commission conducted technical examination of some departments.
