Subject:    Modified Flexible Complementing Scheme for Scientists based on the recommendations of the 6th Central Pay Commission

            A Flexible Complementing Scheme (FCS) for scientists is in position in some of the scientific Ministries/Departments of the Government of India and the same is presently governed by the guidelines issued by this Department under O.M. No.2/41/97-PIC dated the 9th November, 1998. There is also in position a separate, merit based promotion scheme in the DRDO and the Departments of Atomic Energy and Space. The Sixth Central Pay Commission (6th CPC) has examined these schemes in detail and observed that various time-bound promotion schemes may be necessary for scientific organizations as the morale of the scientists has to be kept high in order to keep them motivated and to stop the flight of talent from Government organizations involved in research and scientific activities. In this context, the 6th CPC has recommended that the existing scheme of FCS with necessary modifications has to be continued for R&D professionals in all S&T organizations, and the merit based promotion scheme in the Departments of Atomic Energy, Space and DRDO would also need to be persisted with. The Commission has, however, recommended certain features to be incorporated in the existing schemes of FCS and merit based promotion scheme so as to make them more relevant to the context.

2. The recommendations of the Commission have been examined in detail in the context of FCS and a revised comprehensive scheme is enclosed for immediate necessary action by all concerned Ministries and Departments. All the Ministries / departments shall initiate action for review of the provisions of the Flexible Complementing Scheme and amend the provisions of relevant recruitment rules so that the scheme is brought in conformity with the decision / guidelines being conveyed vide this Office Memorandum. Assessment of Scientists from 01.01.2011 shallbe done accordingly.

3. The Ministries/Departments may bring the Scheme to the notice of concerned autonomous Organizations under their control for being placed before their respective Governing Bodies.

Flexible Complementing Scheme


i. The Flexible Complementing Scheme in position in certain scientific Ministries/ Departments/ Organizations of the Government shall continue, and promotions under the FCS shall be limited to posts carrying a grade pay of Rs.10,000 or lower. The merit based promotion scheme in the Departments of Space, Atomic Energy and DRDO shall also continue and promotions under the scheme shall be limited to posts carrying a grade pay of Rs.12,000 or lower.

ii. All the posts covered under FCS shall carry the following uniform pay bands/ grade pay, designation and the minimum residency period linked to performance.

Prime Minister Presents DRDO Awards - 2009

Prime Minister Dr Manmohan Singh presented the DRDO awards – 2009 to several scientists, academicians and industrialists engaged in the field of Defence Research and Production in a ceremony held in New Delhi, today. Scientists of DRDO engaged in various missile programmes, LCA, Combat Vehicles, MBT Arjun and submarine projects dominated the Award Ceremony.

The DRDO awards are given to commemorate the National Technology Day, to DRDO Scientists and laboratories in recognition of their outstanding contribution towards developing a strong indigenous technology base. Grouped in eighteen categories, the DRDO awards include technology leadership award, scientist of the year award, AGNI award for excellence in self reliance, life time achievement award, DRDO award for performance excellence, Special award for strategic contribution, award for best innovation / futuristic development, and best popular science communication award. Silicon trophy and titanium trophy are given to laboratories for their outstanding contribution towards development of systems and materials respectively. Besides these awards, the Defence Technology Absorption Award and Academy Excellence Award are given to select industry and academia respectively, in recognition of their valuable contribution in development of DRDO technologies.

The Defence Minister Shri AK Antony, the Defence Secretary Shri Pradeep Kumar, Scientific Advisor to Defence Minister Dr VK Saraswat and several senior Military and Civil officials were also present on the occasion.

SILICON TROPHY 2009

COMBAT VEHICLES RESEARCH AND DEVELOPMENT ESTABLISHMENT, CHENNAI

The Combat Vehicles Research and Development Establishment (CVRDE), Chennai has made outstanding contributions in the design, development, manufacturing prototypes and performance evaluation of Tracked Combat Vehicles and Specialist Tracked Vehicles. The laboratory has successfully carried out the Transfer of technology for MBT Arjun. The first regiment of MBT Arjun was inducted into the Indian Army after successful completion of Accelerated Usage cum Reliability Trials (AUCRT). Third-party evaluation and the operational deployment trials, have established the role of MBT Arjun in the Indian Army as a potent weapon platform. The combat improved Ajeya, the Armoured Ambulance and the Bridge Layer Tank are other combat vehicles developed by CVRDE that have been inducted into the Army.

TITANIUM TROPHY 2009 – For the Best Science Laboratory

Defence Metallurgical Research Laboratory (DMRL), Hyderabad, a premier S&T laboratory of DRDO has been doing pioneering basic research and applied technology development in the field of structural as well as functional materials. Over the years, the laboratory has developed technologies for specialty steels and non-ferrous alloys, qualified for ship building and aerospace applications. The laboratory has also developed several strategically important materials and process technologies for diverse applications. Process for the manufacture of Titanium sponge on a large scale was perfected by DMRL and transfer of technology established to the industry.

LIFE TIME ACHIEVEMENT AWARD 2009

DR. SUDARSHAN KUMAR SALWAN

Dr. Sudarshan Kumar Salwan, Former Vice Chancellor, Punjab Technical University, while serving DRDO from 1989 to 2002 in different capacities made invaluable contribution in transforming Integrated Test Range into a world-class Test Range facility; bringing out Multi Barrel Rocket Launcher System PINAKA as a potent weapon system that was inducted into the Armed Forces; formulating policies in strategic areas and giving a new dimension and thrust to the safety processes and procedures, both for the DRDO and the Armed Forces. Dr. Salwan played a vital role in development of warhead systems for missiles like AGNI, PRITHVI & NAG. He has been one of the main architects in development of Critical Weapon Systems and defence technology management for attaining the goal of self-reliance by the country.

TECHNOLOGY LEADERSHIP AWARD 2009

DR A SIVATHANU PILLAI

Dr A Sivathanu Pillai, Distinguished Scientist, Chief Controller Research & Development, DRDO Hqrs, and CEO & Managing Director, BrahMos has provided outstanding leadership for the design, development, production and marketing of the most advanced BRAHMOS-Supersonic Cruise Missile. After successful trials, BrahMos has been inducted by the Indian Navy and the Indian Army. BrahMos missile is a world leader in the cruise missile technology and has given India a decisive edge to win the war. Advanced versions of Brahmos, including the air launched BrahMos for Indian Air Force, are also being developed under his leadership. As chairman of the Board, he effectively managed the BATL, erstwhile KELTEC and resolved it from financial difficulties and turned around the company.

He also progressed handing over of MBTs to the Indian Army and production of Pinaka-Multi Barrel Rocket System. He has provided solution to USHUS submarine Sonar and acceptance by Navy for third and fourth submarine installations and other naval projects.

DR J NARAYANA DAS

Dr J Narayana Das, Outstanding Scientist & Chief Controller Research & Development, DRDO HQrs has played key leadership roles in transforming the base technology of Fuel Cells at NMRL to viable and comprehensive product technologies leading to realization of integrated

fuel cell-based power plants suitable for diverse defence as well as civilian applications.

DR. SK VASUDEVA

Dr. SK Vasudeva, Dirtector, System Planning & Implementation Centre (SPIC) and Chief Controller Research & Development, DRDO HQrs, Delhi has provided dynamic leadership and made invaluable contribution in building State-of-the-art special armament systems and operationalising advanced Strategic C4 I (Command, Control, Communication, Computers and Intelligence) System thereby strengthening the country’s strategic capabilities.

SHRI P VENUGOPALAN

Shri P Venugopalan, Outstanding Scientist and Director, Defence Research & Development Laboratory (DRDL), Hyderabad has made invaluable contributions in the design and development of liquid propulsion systems for Prithvi and Agni Missiles and development and productionisation of BrahMos cruise missile system jointly with Russia. He has provided excellent leadership in completing development of Nag missile and in user acceptance and productionisation of Akash missile system. He has resolved the problem of combustion instability in large thrust Variant liquid rocket engine with an innovative design.

Shri KN Rao, Sc ‘G’ and his team from Defence Electronics Applications Laboratory (DEAL), Dehradun has successfully designed, developed and productionised a Limited Series of Command, Telemetry & Payload Data Links along with Tracking System for UAV Nishant. M/s Dass Hitachi Ltd, Ghaziabad has the unique distinction of having absorbed highly complex and multi-disciplinary CBRN technologies and has successfully productionised amongst others, integrated NBC Protection Systems, Integrated Field Shelters, NBC Filtration Systems and Ruggedised Scooping Devices. The Company has successfully bulk produced these technologies in a stipulated time frame for the Services, which has resulted in saving of foreign exchange to the extent of many crores. Dass Hitachi has also contributed significantly in developing a roadmap in providing a single point turnkey CBRN solution and has enabled the country to achieve a high degree of self reliance in this strategic and critical technology area.

M/S GODREJ & BOYCE MFG CO LTD, MUMBAI

M/s Godrej & Boyce Mfg CO Ltd, Mumbai was involved in the abinitio manufacture of metallic airframe of BrahMos supersonic cruise missile. The company has established the technologies for the programme due to their excellent skills, quality control, and extensive production documentation and manufactured 15 sets of hardware conforming to aerospace standards.

DEFENCE TECHNOLOGY SPIN-OFF AWARD 2009

NAVAL PHYSICAL & OCEANOGRAPHIC LABORATORY, KOCHI

Naval Physical & Oceanographic Laboratory, Kochi has developed an acoustic device “Sanjeevani” capable of saving lives of people trapped in the debris of collapsed buildings caused due to earthquakes by determining the breathing process. The device was realised as a variant by successfully converting the defence technology of sonar into a unique product having civil end use. In recognition of the significant impact of this simple device on the society, the award was conferred on Naval Physical & Oceanographic Laboratory, Kochi.

DEFENCE RESEARCH & DEVELOPMENT ESTABLISHMENT, GWALIOR

Defence Research & Development Establishment (DRDE), Gwalior has produced Wool Care Spray, an efficacious, safe and cost-effective formulation for protection of woollen textile, clothing and fur/ feather-lined clothes from damage by wool pests. It protects the woollen textile/clothing throughout their shelf life and does not produce any stain on the fabric/clothing used by the armed forces personnel.

Prof N Balakrishnan, Associate Director, Indian Institute of Science, Bangaluru has immensely contributed in the area of information security by developing practical solutions for meeting defence and civilian requirements. He has brought out solutions in the area of traffic analysis, network access control, secure electronic transactions, speech processing, and multi-layer WAN security. These solutions were transferred in their prototype form to Centre for Artificial Intelligence and Robotics (CAIR) for effective productionisation, testing, and successful fielding.

Dr ML Munjal, Professor, Indian Institute of Science, Bangaluru, a protagonist of quieter technologies has made significant contributions in the analysis and design of stealth linings for submarines, and silencing systems for steam turbines as well as gas turbines. Indigenous Development of UAV





Defence Research and Development Organisation (DRDO) will be taking up indigenous development of Medium Altitude Long Endurance, Unmanned Aerial Vehicle (UAV) against confirmed Qualitative Requirements (QRs) to meet Tri-Services requirements. The UAV has been named RUSTOM-H. Indian Industry would be the development-cum-production partner for this programme. The project is proposed to be completed in 78 months after formal sanction.

Campaign by DRDO to meet country’s defence requirements



Achieving self-reliance for military hardware and software for the Defence Forces is a joint responsibility of Ministry of Defence, Defence Industries (both public and private), Ordnance Factories (OFs) and Defence Research and Development Organisation (DRDO). As per provisions in Defence Procurement Procedure (DPP) for “MAKE” Category, DRDO is concentrating only on development of strategic, complex and security sensitive systems. Provisions have also been made in DPP for the development. “High Technology Complex System & upgrades under “MAKE” category” to share the fund between MoD and Indian Defence Industries is in the ratio of 80:20.

The percentage of budgetary allocation during the year 2007-08 and 2008-09 for Department of Defence Research and Development was about 6% of the total Defence Budget. The Department of Defence Research and Development achieved 97.57% and 99.44% of expenditure during the year 2007-08 and 2008-09, respectively out of total allocated budget.

DRDO develops equipment for swine flu diagnosis



The DRDO has developed a rapid and cost-effective 'Swine Flu virus H1N1 specific isothermal gene amplification assay' for reliable and early clinical diagnosis of the disease, the Lok Sabha was informed today.

Defence Minister A K Antony, in a written reply to MPs' queries, said the equipment was a single-tube method and cost-effective as compared to WHO-approved Centre for Disease Control recommended real-time Reverse Transcriptase Polymerase Chain Reaction test system.

"The assay is based on principle of isothermal gene amplification protocol. No expensive real-time PCR (Polymerase Chain Reaction) equipment is required and as a result it can be monitored by naked eye. The DRDO developed method gives result in an hour as compared to the three to four hours required for WHO-approved CDC recommended kit," Antony said.

Functioning of DRDO



The report of Dr. P Rama Rao Committee is currently under examination with the Government. The recommendations of the committee are for realigning of external interfaces of Defence Research and Development Organisation (DRDO) with other Departments for better functioning of DRDO. The recommendations also deal with restructuring of organisation and empowerment of work centres through decentralisation.

The Government will take action on the recommendation once the examination of the report of the Dr. Rama Rao Committee is complete.

Exodus of Scientists from DRDO



Attrition of scientists from the Defence Research and Development Organisation (DRDO) has reduced in the last two years. Number of scientists, mainly at junior level, who have resigned from DRDO during 2006-2009 is as under:-

Year - Total No. of Resignations 2006 - 322 2007 - 273 2008 - 150 2009(Till date) - 61 Scientists, who had resigned, have indicated personal/domestic ground as the reasons for leaving DRDO. However, it is assumed that increased opportunities that was available in private sector industries is the main reason of such exodus.

Sixth Central Pay Commission has recommended a number of incentives for scientists, which have been accepted and implemented by the Government. DRDO has also made efforts to enhance their career by providing study leave for acquiring higher qualifications viz., PhD, MTech, etc, sponsoring scientists for attending conferences/seminars/symposia/ short and long term training courses in frontier areas of research within the country and abroad, mentoring of young scientists, creating better working environment and social life in living campuses, etc.

Two scientists face charge of attempting human sacrifice



A case has been slapped against two senior scientists of the Defence Research and Development Establishment (DRDE), Gwalior, who were accused of attempting to use their junior colleague as a human sacrifice, police said Sunday. Shradha Sharma, wife of Sushil Kumar, a junior scientist at the DRDE, in her complaint to the police Saturday night accused two senior scientists at the DRDE of being involved in witchcraft and attempting to make a human sacrifice of her husband.

However, the police have filed a case against the two senior scientists for causing hurt, criminal intimidation and wrongful confinement.

“The accused have been charged under sections 506 (criminal intimidation), 342 (wrongful confinement) and 323 (causing hurt) of IPC,” Gwalior’s Additional Superintendent of Police Manohar Verma told IANS.

According to the complaint, one of the scientists invited Sushil Kumar - who had not been well for some time - to his residence in the DRDE campus Oct 6 night to “cure” him. When Sushil reached there, the scientist who was performing some worship in his mother tongue in the presence of the other senior scientist, asked him (Sushil Kumar) to sleep.

“As he went to sleep, the scientist sprinkled water on him and took out a sharp edged weapon but Sushil suddenly woke up and escaped,” his wife told the police.

Govt should encourage pvt players in defence R&D: Study



The government should encourage private players in defence R&D and also fund 80 per cent of the research and development activities to emerge as a significant player in the global defence market, a study said. Since defence research, design and development is fraught with risks, the private sector is unlikely to come forward, the joint study of Assocham and Ernst and Young said.

If India wishes to emerge as a significant player in the global market, it would have to fund export driven products and make export variants of high end systems, it said. "Therefore, there is a need for a policy as per which 80 per cent of Indias R&D is funded from government resources, effectively encouraging the private sector to undertake risks associated with developing defence products," it said.

While the Defence Research Development Organisation (DRDO) could focus on basic research related to strategic defence equipment, the private sector should be engaged in defence R&D especially in products design and development, it said. The study further said in order to increase defence exports, there is a need to make the Indian domestic defence industry competitive enough to sustain Indian defence industrys demands and also meet exports orders.

India spends about Rs 4,500 crore annually on defence R&D. A government study on DRDO conducted by P Rama Rao had in its report last year recommended that the defence research agency should focus on its core competence and give room to the private sector to take up defence research.

Antony stresses on timely completion of projects



The Defence Minister Shri AK Antony has underlined the need to complete projects within the stipulated timeframe. Addressing a gathering here today after inaugurating a complex of the Defence Accounts Department (DAD), he commended the Defence Research and Development Organisation (DRDO), which was the construction agency, for not only completing the project on time but also avoiding cost overruns. Lamenting the huge losses incurred by Central and State Governments due to delays in long gestation projects on account of time and cost overruns, Shri Antony motivated the DRDO to complete vital projects in time, saying that the organisation has proved that given the sincerity and will, it can deliver and meet its objectives.

Assuring the Government’s commitment to provide adequate manpower and fulfil the infrastructure needs, the Defence Minister asked Defence Finance officials to help the Services attain their targets. “Your officers must not only monitor the progress of budget utilization, but also come up with innovative solutions to help the Services manage their funds in an efficient and a transparent manner”, he said. The DAD has an important role to perform since the Defence Budget constitutes the single largest head of expenditure in the Union Budget, after interest payments, Shri Antony noted.

He commended the DAD officials for timely release of all pay arrears, well before Diwali, on account of Sixth Central Pay Commission implementation, to the Armed Forces personnel, numbering a huge 1.2 million. “Quick and efficient authorization, revision and payment of rightful dues to more than two million defence pensioners is and must be one of the topmost priority areas for the Government”, he added.

In his address the Minister of State for Defence Dr MM Pallam Raju welcomed the constitution of an effective grievance redressal system to ensure that no pensioner is put to any inconvenience. Dr Pallam Raju said that the Pension Adalats are being held regularly in different parts of the country to reach out to the pensioners. He asked the DAD to leverage the benefits of technology by transforming the current systems to an entirely computerized environment. “New initiatives include computerized generation of Pension Payment Orders, creation of pensioner profile and document imaging and management system for old records”, he added.

Hit by recession, more job seekers turn to DRDO



With job losses caused by economic recession in various sectors, DRDO is turning out to be a destination of primary choice among young job seekers as the premier defence organisation received a whooping 1.13 lakh applications for the Scientist Entry Test held recently.

The applications were received in response to an advertisement in May for 220 posts in the Defence Research and Development Organisation, the R&D wing of the ministry of defence, a release said here today.

More than 70 per cent of the applicants appeared for the examination conducted on September 6 this month at 139 centres in 31 cities, it said.

For the test held in September last year to induct 500 scientists, only 43,215 had applied.
