Stepping up of pay Senior Direct recruitees with Junior Direct recruited officials appointed on or after 1.1.2006
National Federation of Postal Employees Secretary General Mr.M.Krishanan has written in his website regarding the issue of stepping up of pay Senior Direct recruitees with Junior Direct recruited officials appointed on or after 1.1.2006. Stepping up of pay Senior Direct recruitees with Junior Direct recruited officials appointed on or after 1.1.2006
The Department of Posts vide its letter No. 1-9/2010-PCC (Pt) dt. 14.09.2010 has provided stepping up of pay of senior direct recruited official with that of junior direct recruited official.
(i) Direct recruits like Postman, PA who are appointed prior to 1.1.2006 and gets lesser pay than Direct recruits, they are entitled to step up their pay with that of junior.
(ii) This is not applicable to compare promotees with Direct recruitees.
The Department’s order has partially sorted out the issue. The main issue that minimum pay in the cadre applicable for direct recruits be applied for promotes also is still pending in JCM National Council level.
Let us hope for that also.

Retailing of New Pension Scheme through Post Offices begins
A Bouquet of Mutual funds “Ujjawal Bhavishya” in Post Offices Launched
The Department of Posts (DoP) opens about eight lakh new “Mahatma Gandhi NREGS’ accounts every month across the country. Till 30th June 2010 has DoP opened 4.48 crore accounts under the scheme and disbursed an amount of Rs. 3,406 crores in the current financial year. More than 95,000 post offices are engaged in disbursement of wages under MGNREGS.
In a tie up with Pension Fund Regulatory and Development Authority DoP has started retailing of New Pension Scheme (NPS) through post offices in the country. So far 5186 NPS accounts have been opened in Head Post Offices in 20 Postal Circles.
As a part of financial inclusion, the DoP in another tie up with UTI Mutual Fund has launched “Ujjawal Bhavishya”, a bouquet of mutual funds relating to Retirement Benefits Pension Fund, Mahila Unit Scheme and Children’s Carrer Balanced Funds in all post offices in the country. The scheme has the convenience of systematic investment plan. It will enable investors in small towns and cities to avail investment opportunities through post offices.

2. As per decision taken in regard to item No. 6, dealing with cadre restructuring of Group ‘C’ employees, other than Accounts Cadres, a Committee comprising the following is constituted to examine the issue.

TBOP/BCR schemes withdrawn w.e.f 01.09.2008 in Department of Posts
Reduction of staff under TBOP/BCR schemes stands withdrawn w.e.f 01.09.2008 consequent upon implementation of MACP

Sub: – Reduction of staff under TBOP/BCR schemes stands withdrawn w.e.f 01.09.2008 consequent upon implementation of MACP.
The undersigned is directed clarify the position in respect of reduction of staff under TBOP/BCR schemes w.e.f 01.09.2008 during periodical Establishment Reviews consequent upon implementation of MACP and withdrawal of TBOP/BCR Schemes as under:
“Consequent on implementation of Time Bound One Promotion (TBOP) Scheme and Biennial Cadre Review (BCR) Scheme, Department of Posts had imposed cuts of 5% in operative staff and 15% in supervisory staff w.e.f 30.11.1983 under TBOP Scheme and later on, additional cuts of 1% in operative staff and 5% in supervisory staff were introduced w.e.f. 01.10.1991 under BCR Scheme. These cuts were introduced as measure of matching savings to offset the financial implications on account of grant of financial upgradations to staff and for obtaining additional productivity. The number of posts reduced under this matching savings/productivity provisions were kept in view at the time of periodical reviews or establishment of augmentation proposals
The said TBOP and BCR Schemes have now been withdrawn w.e.f 01.09.20087 consequent upon implementation of Modified Assured Career Progression Scheme (MACP).
Consequently, the number of operative/supervisory posts existing as on 01.09.2008 will be taken into consideration for the purpose of periodical reviews or augmentation proposals of Post Offices establishment. Thus, provisions relating to reduction of staff under TBOP/BCR Schemes stand also withdrawn w.e.f 01.09.2008.”
