Release of 2nd installment of arrears of 6th CPC recommendations to new entrants (on or after 1.1.2004)

OFFICE MEMORANDUM


Subject:- Implementation of New Pension Scheme - Release of 2nd installment of arrears of 6th CPC recommendations to the post 1/1/2004 entrants.



Reference is invited to this Department's Office Memorandum of even number dated 17th August, 2009 wherein it was stipulated that the 2nd installment in respect of post 1/1/2004 entrants will be subject to the filling up of Physical Registration Form by the individual NPS Subscriber.

2. The OM dated 17/8/2009 was issued to ensure that subscribers fill in the Physical Registration Form so that the basic data viz. name, age, date of birth, address, etc. are updated in the PRAN account maintained by NSDL so that their PRAN Account gets activated. It is presumed that Physical Registration Form would have been filled up by now.

3. The 2nd installment of arrears on account of implementation of revised pay scales on the recommendations of the Sixth Central Pay Commission may be released to all the post 1/1/2004 entrants straightway.

4. In case there are any stray cases where data required by NSDL still remains to be obtained, it may be ensured that this may be sent ot NSDL by 30th November, 2009.

Reinstated govt servants entitled to pay arrears: High Court The Madurai Bench of the Madras High Court has ruled that if a government employee suspended or dismissed after being convicted in a criminal case is reinstated after acquittal by a higher judicial forum, he is entitled to arrears of pay and allowances for the period of absence.

"The Fundamental Rules governing certain service conditions of the Government employees are clear on this aspect," the Bench, comprising Justice Chitra Venkataraman and Justice M Duraiswamy, said, allowing a writ appeal by a Village Administrative Officer (VAO).

A single judge in February last year had directed Tamil Nadu government to reinstate the VAO from Tiruchirappalli district as he had been acquitted in a corruption case but refused to order payment of back wages.

The appeal had been filed against the portion of the order denying back wages.

“Pay arrears before Diwali”, Antony’s gift to the Armed Forces



The Defence Minister Shri AK Antony has stressed that all men in the Armed Forces must get all their pay arrears relating to the Sixth Central Pay Commission well in time before Diwali. Addressing the Defence Accounts Day function here today, Shri Antony commended the officials of the Controller General of Defence Accounts for adopting computerisation and speeding-up the salary computation systems.

“One of the major challenges before you all is to render prompt, efficient and hassle free pensionary services to nearly 2 million Ex-servicemen and other retired Defence Personnel”, Shri Antony said. The Defence Minister called upon the Defence Accounts officials to implement optimally the austerity measures announced recently by the Government. “The Prime Minister has underlined the importance of service delivery mechanisms”, he added.

Pointing out that the Defence outlay has been growing around 11 per cent per annum over the last few years, Shri Antony called upon the Defence Accounts Department to ensure fair utilisation of the revenue resources and capital spending for the Defence sector. The Defence Minister later released a vision document for the department. He applauded the department for its valuable contributions in rationalising and simplifying the complicated processes and procedures in the Defence Procurement Manual – 2009.

Earlier, the Controller General of Defence Accounts Smt Bulbul Ghosh announced that a pilot project for payment of salaries to all Personnel Below Officer Rank (PBORs) irrespective of their place of posting and location of their drawing branches through e-payment has been successful and it would be implemented shortly across the country. Speaking on the occasion, the Secretary Defence Finance Smt Indu Liberhan emphasized on the performance audit appraisal system and said though the challenge is daunting, we have to rise to the occasion to fulfil the mandate given to the department.

The Defence Accounts Department (DAD), with its 998 offices spread over 258 locations across the country, handles an annual budget of Rs 1,81,306 crores (2009-10), which accounts for 26% of the total non-plan outlay of the Government of India.

It provides accounting services to the Ministry of Defence, the three Services, and allied organizations like Ordnance Factories, CSD, Military Farms, DRDO, Border Roads Organisation (BRO), Defence Estates, Coast Guard and NCC. Apart from this, officers from the Indian Defence Accounts Service (IDAS), including lady officers, are deployed with the Indian troops on UN Peacekeeping Missions in various troubled spots of the world where they provide valuable financial management, accounting and payment support.

Please refer sub-para (v) of para 3 of Board's letter No. PC-VI/2008/I/RSRP/1 dated 11-09-2008 (RBE No. 108/2008) wherein it was clarified that orders in regard to the payment of the second instrallment of arrears will be issued separately. In this regard, it is further clarified that the second installment of arrears should only be paid after specific's orders in thisregard are issued by Ministry of Railways / Railway Board.

No pay commission arrears to be paid before elections
Consumer goods manufacturers, expecting to see a revival of demand from the nearly Rs 16,500 crore Pay Commission arrears for government employees, are likely to be disappointed. More than 8.3 million central government employees and pensioners will have to wait till at least August 2009 to receive the second instalment of Sixth Pay Commission arrears This became clear from the Interim Budget presented last week, which has not sought Parliamentary approval in its expenditure estimates for the first four months of the next fiscal starting April 2009, said a senior finance ministry official.
“The new government will have to seek Parliament approval when they submit the budget,” said the same official.
The Rs 32,000-crore domestic consumer durables industry was betting big on the Pay Commission’s recommendations to act as an added impetus to sales. Industry observers believe the arrears would have enabled a major chunk of consumers from smaller towns and cities to go in for their first purchases, boosting the mid-market segment of the business.
“It will be a missed opportunity,” said V Ramachandran, director, sales and marketing, LG Electronics India. “Typically, disposable income goes into discretionary purchases and since the durables category tends to attract this expenditure, it would have supported growth.” Pay Commission largesse of around Rs 11,000 crore for an estimated 4.5 million government employees was widely regarded as the key reason for a 30-35 per cent boost in festive season consumer electronic sales last year, from a 7-10 per cent average growth for the year. In fact, it was consumer durables that drove industrial growth of 4.8 per cent in September.
Companies have been clamouring for a fiscal stimulus package from the government, as the domestic demand has also been falling sharply in the past few months.
India’s factory index reported a dip in both consumer durables (like refrigerator, television sets) and consumer non-durables (like toothpaste, soaps) in December 2008, the latest month for which data are available.The government is estimating a total spend of Rs 47,500 crore for implementing the Sixth Pay Commission in the current and next financial year.
