Subject:      Travelling Allowance Rules - Implementation of the Sixth Central Pay Commission.

               The Undersigned is directed to invite a reference to this Ministry's OM of even number dated 23.9.2008 vide which revised TA/DA Rules as per recommendations of 6th CPC, as accepted by the Government, were notified. Para 3 of the Annexure to the above mentioned OM prescribes the entitlement of food bills in respect of government officials on tour.


  

2.      The matter regarding availability of suitable hotel accommodation etc. within the rates approved vide the O.M. to Government officials while on tour has been taken up by the Ministry of Tourism with various State Governments and also with ITDC. Some of the State Tourism Departments and the ITDC have responded to the initiative. The rates offered by various State Tourism Departments and ITDC to the Government officials while on tour can be accessed on the website of respective State Tourism Departments. The Ministry of Tourism is also being requested to collate the information centrally and post it on their website for convenience of government officials.

  

3.      Government Officials may, if they so desire, avail of their rates offered by State Tourism Departments and ITDC while on official tour depending on their entitlement as per OM dt. 23.9.2008

The undersigned is directed to refer to this Department's OM of even number dated 23.09.08 on the subject cited above and to say that it has been brought to Government's notice that the issue of this OM has led to lowering of the per km rates for transportation of personal effects by road on transfer in the case of A-1 / A / B-1 class cities. The provision under para 4.C of the said OM has been reviewed and it has now been decided to replace the existing provisions contained in para of the said OM dated 23.09.08, with the following:

The rates for transporting the entitled weight by Steamer will be equal to the prevailing rates prescribed by such transport in ships operated by Shipping Corporation of India."

2. Attention is also invited to para 4.B of the OM dt. 23.09.08, which regulates the payment of Composite Transfer Grant. In this connection, it is reiterated that the

components and incidentals which were merged/subsumed with the Composite Transfer Grant, as per para 4.B of this Ministry's OM No.19003/2/97-E.IV dt. 17.04.98, remain unchanged.

3. The revised provisions as under para 1 above, shall be applicable w.e.f. 01.09.2008, i.e. the date from which revised T.A. rules are applicable.

Tax treatment of Home Loans



Tax treatment of Home Loans

The Income Tax Act, 1961 provides tax benefits for assessees that have home loans. The home loan which has to be repaid to the bank in monthly installments. The installment consists of two components i.e. - interest and principal repayment. The bank gives a detailed worksheet of the loan calculation and of the bifurcation of the EMIs paid by the borrowers. These monthly repayments are qualified for deductions from income tax.

You can ask for Amortization Schedule from your bank which consist the entire schedule of loan with detailed break-up month wise for Interest as well as Principal repayment

Please find the tax treatment for EMIs paid by the borrower:

Deduction under Section 80C of the Income Tax Act: The portion of the EMI paid towards repayment of principal amount of the loan can be deducted from income. The borrower can get a tax deduction for a maximum amount of Rs 1,00,000 each year under this section irrespective of his tax bracket. The Act requires the home loan to be towards a property for self occupation.

However, if the assessee's city of employment is different from the city where he has purchased a home, he is still eligible for this deduction.

So if you work in Delhi but has purchased a home your hometown, you can still claim a deduction under this section even if he is not actually staying in this home.

Deduction under Section 24(b) of the Income Tax Act

The interest paid towards home loan is treated as an 'expense' under 'Income from house property' and is deductible under Section 24(b) from the total income of the assessee.

The maximum deduction permitted under this section is Rs 1,50,000 per annum.

In case of partial disbursement of loan

In cases where some part of the loan is disbursed by the bank during construction stage of the property, the tax treatment is slightly different. This portion of the interest paid prior to completion of construction of property cannot be claimed as a deduction in the year in which it is paid.

However, upon completion of construction, the assessee can claim deduction for this interest under Section 24(b) in 5 equal installments, i.e., 1/5th for each of the five years after the end of construction period. Note that the upper limit on deduction each year remains Rs 1,50,000.

Assume you purchased a home in FY06.The property was still under construction and was completed only in FY09. Some amount of loan was disbursed by the bank in FY05-06 and you made interest payments of Rs1,00,000 between FY06 and FY08. You can claim deduction of Rs 20,000 for 5 years starting from FY09.

If you have opted for down payment plan and received the entire loan money in FY06, and EMI starts immediately, you would lose on the principal repayment deduction under Section 80C for the 3 years until construction of the property ends. This is because deduction under Section 80C can be availed only after getting possession of the property.

In case of more than one home loan

If you work in Delhi and has a purchased a home in your hometown for which you have taken home loan. Will he still get benefit under the Act for this second home your hometown?

The answer is 'Yes'. Benefits under Section 80C and Section 24(b) can be taken for more than one home if all these homes satisfy the requirements of the Act. The home in delhi satisfies the condition of self occupancy while the home in hometown comes within the exception of the self occupancy rule that the city of work is different. Irrespective of the number of homes the maximum limit of Rs 1,00,000 for Section 80C and Rs 1,50,000 for Section 24(b) still apply. Note that it does not matter if you gives one home on rent. You will still be able to get the tax break.

In case of joint home loan
What is the tax impact if you have taken the home loan jointly with your wife? In this case both you and your wife can claim tax deduction on their return if the home too is jointly owned by them. Tax benefit can be availed in the same proportion as the burden of EMI borne by each. If you pay 80 per cent of the EMI and your wife contributes towards the remaining 20 percent, the tax deduction will be available in the same proportion. So if principal repaid during a year is Rs 100,000 then you can claim Rs 80,000 under section 80C and even your wife can claim Rs 20,000 under the section.

If your wife does not co-own the home, then she will not get any tax deductions for EMIs paid on such loan.

AICPIN for Industrial Workers on Base 2001=100 for the Month of April, 2010



All India Consumer Price Index Numbers for Industrial Workers on Base 2001=100 for the Month of April, 2010

All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of April, 2010 remained stationary at 170 (one hundred and seventy).

During April, 2010, the index recorded an increase of 4 points in Bangalore centre, 3 points each in Tripura, Rourkela, Asansol, Labac Silchar, Howrah, Durgapur and Mariani Jorhat centres, 2 points in 18 centres and 1 point in 18 centres. The index decreased by 2 points in Coimbatore, Ludhiana and Puducherry centres and 1 point in 12 centres, while in the remaining 19 centres the index remained stationary.

The maximum increase of 4 points in Banglore centre is mainly on account of increase in the prices of Goat Meat, Dairy Milk, Milk (Cow), Vegetable items, Snack Saltish, Cigarette, Saree (Synthetic), etc. The increase of 3 points each in Tripura, Rourkela, Asansol, Labac Silchar, Howrah, Durgapur and Mariani Jorhat centres is due to increase in the prices of Rice, Poultry, Goat Meat, Fish Fresh, Vegetable items, Cigarette, Firewood, etc. However, the decrease of 2 points each in Coimbatore, Ludhiana and Puducherry centres is due to decrease in the prices of Rice, Wheat, Wheat Atta, Onion, Sugar, etc.

The indices in respect of the six major centres are as follows :

The point to point rate of inflation for the month of April, 2010 is 13.33% as compared to 14.86% in March, 2010.

Sub: Recommendations of the Sixth Central Pay Commission-Decision relating to grant of Special Allowance.

Pursuant to the recommendations of the Sixth Central Pay Commission relating to grant of Special Allowance, the President is pleased to device that the Special Allowance already admissible against specified posts would stand revised as indicated in Annexure-A.

2. These orders would be effective from 1st September 2008.

3. The rates of Special Allowances may be increased by 25% every time the Dearness Allowances payable on revised pay scales goes up by 50% except in the case of categories mentioned against item no.10 will be taken separately.

4. Special Allowance may be discontinued in respect of the categories indicated in Annexure ‘B’ with immediate effect.

5. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

Order to revise house rent rule

A husband and a wife who are government employees are both entitled to house rent allowance if one of them is posted a “reasonable distance” away from the other, Calcutta High Court has said.

The government now offers the allowance to either the husband or the wife if the distance between their workplaces is less than 250km.

But the court today ask- ed the government to redraw the house rent allowance policy using a “reasonable dis- tance” instead of 250km as the cut-off.

The matter came up during the hearing of a case moved by a Murshidabad teacher whose husband works for the railways in Calcutta.

Since Shukla Das’s hus-band stays 225km from her school in Kandi, she is not entitled to her house rent allowance, according to the rule that came into effect following a circular issued in October 2007. “She stays in a rented house at Purandarpur but she doesn’t get any rent allowance as her husband is already getting it,” said her lawyer Kaushik Chanda.

Das welcomed the order. “I had repeatedly told the authorities that I deserved the allowance but nothing happened. So, I moved court earlier this month.”

Opposing the petition, government lawyer Kamalesh Jha had said: “Fixing the house rent allowance for government employees is an administrative decision and the court should not interfere in the matter.”

However, Justice Biswanath Somadder said: “As the transport system and infrastructure in our country are not so developed that an employee can travel 450km a day to attend his/her place of work and return home, the government should fix a reasonable distance from home to the workplace if it wants to give house rent to only one of them.”

Before the 2007 circular, all state government employees were entitled to house rent allowance.

“When the government realised that working couples were drawing double house rent but sharing the same accommodation, it adopted the existing policy. But the 250km norm was impractical,” said Chanda.

Expected DA (Dearness Allowance) for Central Government Employees from Jan 2010 - 35%



Expectations arise for rise in DA(Dearness Allowance) to 8% for Central Government Employees

Calculation based on All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100

For all the Central Government Employees there would be a rise in DA (Dearness Allowance) to 8%,which would result in the overall rise to 35% from 1.1.2010.

HOW TO CALCULATE DEARNESS ALLOWANCE...

Every month government has announced All India Consumer Price Index, according to the price of commodities. For example, for the month of October 2009,government has published in PIB Website as given below...

All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of October, 2009 increased by 2 points and stood at 165 (one hundred and sixtyfive).

With effect from 01.01.2006, Dearness allowance is granted to compensate the price increase above 536 points Base Year 1982=100),(115.763 points Base Year 2001=100).

Calculate the total of twelve month average price index

Minus with 115.76

Calculate the percentage diffrence (multiple with 100 / 115.76)

Restriction on pay plus Deputation (Duty) Allowance

Subject:- Restriction on pay plus Deputation (Duty) Allowance- regarding.



The undersigned is directed to say that consequent upon acceptance of the recommendations of Sixth Central Pay Commission, the deputation (duty) allowance shall be restricted as under: "Basic pay, from time to time, plus Deputation (Duty) Allowance should not exceed the maximum of the pay band PB-4 (Rs. 67000) plus the grade pay of the post held on deputation subject to the grade pay not exceeding Rs. 10,000. The term 'basic pay' in the revised pay structure means pay drawn in the prescribed pay band plus the applicable grade pay but does not Include any other type of pay like special pay, etc."

2.These orders shall take effect from 1" September, 2008.

3. Insofar as application of these orders to the officers of the Indian Audit and Accounts Department is concerned, these orders issue in consultation with the Comptroller and Auditor General of lndia.

Association demands judicial review of working conditions of loco pilots



The biennial general body meeting of the All India Loco Running Staff Association (AILRSA) has urged the Railway Ministry to appoint a judicial review committee to look into the duty hours and rest patterns of loco pilots.

The meeting held here on Monday was attended by zonal president R. Murali. Presided over by central vice-president K.A.S. Mani, the event was inaugurated by the joint secretary general of the AILRSA, N.B. Dutta.

It was addressed by secretarial member of the Communist Party of India (Marxist), Sivagnanam, secretary of the Coordination Committee of Central Government Employees and Workers S. Karunanidhi, and joint secretary of the Dakshin Railway Employees Union R.G. Pillai.

The meeting condoled the death of 22 passengers in the recent Mathura train accident. It expressed anguish over routine comments by members of the top railway management putting the blame for accidents on “human failure” without addressing the causes for any such human failure.

It is evident from past accidents that the railway management had not taken any corrective measures to avoid human failure by amending the draconian rules of Hours of Employment Regulations that are in force from 1931. This involved duty limit extending up to 13 hours, six continuous nights of duty a week and depressed weekly rest of 30 hours against 40 hours for similarly classified workers and prolonged outstation detention of 96 hours.

Though the system of working had changed much in the railways since 1931, issues pertaining to loco pilots and working conditions have not witnessed any change. Posts under the wrongly assessed and depressed sanctioned strength was not being filled up. This is resulting in denial of leave and weekly rest, worsening the situation. Under the guise of economy, safety was being compromised. The meeting demanded that the grade pay of Assistant Loco Pilots should be increased from Rs.1,900 to Rs.2,800. Distinct grade pays should be allotted to loco pilots handling shunting, goods vehicles, passenger trains, express and mail trains. Reimbursement of Children Education Allowance - Clarification

Subject:- Reimbursement of Children Education Allowance - Clarification.



Following points of doubt regarding reimbursement of Tuition Fee/ CEA by the Government Servants was referred to GOI, Ministry of Personnel, Public Grievances and Pensions (Department of Personnel & Training) for their clarification:-

(i) Whether the CEA is admissible for the third child after any one of the two children (for whom CEA / TF was being claimed) has become ineligible as per the Scheme i.e. whether CEA/TF can be claimed for two children at any time?

(ii) If the individual has 04 children and has not claimed CEA/TF/HS for any two children (out of 04 children) now under the new scheme effective from 01-9-2008 or he has to claim the CEA / TF / HS for first two children only.

2. Ministry of Personnel, Public Grievances and Pensions (Department of Personnel & Training)have clarified that reimbursement of Children Education Allowance is allowed for the eldest two surviving children.

3. In view of the above clarification of DoPT the reimbursement of Children Education Allowance claims may be admitted accordingly.

Cabinet has approved to issue 5% additional Dearness Allowance from 1.7.2009 for Central Government Employees



Release of additional instalment of dearness allowance to Central Government employees and dearness relief to Pensioners, due from 1.7.2009

The Cabinet has decided to release an additional instalment of Dearness Allowance (DA) to Central government employees and Dearness Relief (DR) to pensioners w.e.f. 1.7.2009 representing an increase of 5% over the existing rate of 22% of the Basic Pay/Pension, to compensate for price rise.

The increase is in accordance with the accepted formula, which is based on the recommendations of the 6th Central Pay Commission. The combined impact on the exchequer on account of both dearness allowance and dearness relief would be of the order of Rs4355.35 crore in a full year and Rs.2903.55 crore in the financial year 2009-2010 (for a period of 8 months from July, 2009 to February, 2010).

Subject:- Recommendation of 6th Central Pay Commission - Grant of Annual Allowance at the revised rates to Central Health Service officers.



The undersigned is directed to say that the issue regarding revision of rates of Annual Allowance admissible to Central Health Service officers has been under consideration of the Government of India. -

2. Consequent upon the acceptance of 6th central Pay Commission's Report, the President is pleased to dicide that hereafter the officers of Teaching, Non-Teaching, Public Health sub-cadres and General Duty Medical officers having PG qualification recognized under Indian Medical Council Act, 1956 will be granted Annual allowance at the rate of Rs.1000 P.m.(Rupees one Thousand per month). The General Duty Medical officers who do not possess any post graduate qualification or who may possess unrecognized PG qualification will be granted Annual allowance at the rate of Rs.600 p.m. (Rupees Six Hundred per month). These revised rates of Annual allowance will be subject to the following conditions:

'At the end of the financial year, each Specialist / General Duty Medical Officers will be required to furnish a certificate to the effect that the amount of Annual Allowance has been utilized for the purpose it was drawn. In the case of retirement / resignation before the end of the financial year, such a certificate will be furnished at the time of such retirement / resignation.'

3.The rates of these allowances will be increased by 25% every time the Dearness Allowance payable on revised pay scale goes up by 50%.

4. This order will take effect from 1.9.2008.

Subject:- Revision of the rates of Deputation (Duty) Allowance/payfixation on appointment on the personal Staff of Ministers - regarding.

Consequent upon the implementation of the recommendations of thesixth Central Pay Commission, the President is pleased to decide that in supersessionof all earlier orders on the subject, the pay of employees who are appointed on the personal staff of Ministers will be regulated in the following manner: -
I. OFFICERS OF CENTRAL GOVERNMENT/AUTONOMOUS BODIES APPOINTED ON THE PERSONAL STAFF OF MINISTERS:
(i) When officers of the Central Government/Autonomous Bodies holding posts at lower levels or those who are not cleared for appointments at levels at which the post in the Personal Staff of Minister exists are appointed to higher posts, in addition to their basic pay, they may be allowed Deputation (Duty) Allowance at the rate of 15% of the basic pay subject to a maximum of Rs. 4000 per month.
(ii) As regards officers who go on deputation to equivalent and/or analogous posts on the Personal Staff of the Ministers, in addition to their basic pay, they may be allowed Deputation (Duty) Allowance in accordance with this Department's O.M. No. 2/22 (B)/2008-Estt. (Pay-II) dated 3rd September 2008 on the subject of "Grant of Deputation (Duty) Allowance - Recommendations of the Sixth Central Pay Commission".
(iii) In the case of officers of All-India Services and Organized Group 'A' Services who are appointed on the Personal Staff of Ministers under the Central Staffing Scheme, they may be allowed Central Secretariat (Deputation on Tenure) Allowance in accordance with this Department's O.M. No. 2/22(A)/2008-Estt. (Pay II) dated 3rd September, 2008 on the SUbject of revision of the rates of Central Secretariat (Deputation on Tenure) Allowance and Special Pay applicable etc. in the case of organized Group 'A' officers; and as per the provisions of relevant Pay Rules in the case of All-India Services officers.
II. OFFICERS FROM THE STATE GOVERNMENT/PUBLIC SECTOR UNDERTAKINGS APPOINTED ON THE PERSONAL STAFF OF MINISTERS:
In the case of officers from State Governments/Public Sector Undertakings, their terms of appointment may be governed by the orders contained in this Department's O.M. No. 2/29/91 - Estt. (Pay II) dated 5th January 1994. The rate of Deputation (Duty) Allowance payable in their case will be in accordance with this Department's O.M. No. 2/22(B)/200-Estt. (Pay-II) dated 3rd September 2008 on the subject of "Grant of Deputation (Duty) Allowance - Recommendations of the Sixth pay Commission".
III. OFFICERS FROM PRIVATE SECTOR APPOINTED ON THE PERSONAL STAFF OF MINISTERS:
In the case of officers from Private Sector appointed on the Personal Staff of the Minister, they may be granted the grade pay corresponding to the post in which they are appointed and their pay in the pay band may normally be fixed at the entry level pay prescribed for their grade pay vide Section II, Part A of First Schedule to the CSS (RP) Rules, 2008. However, where it is proposed to fix their pay by granting advance increment(s), the approval of this Department will have to be obtained.
2.Basic pay in the revised pay structure means the pay drawn in the prescribed pay band plus the applicable grade pay but does not include any other type of pay like special pay, etc.
3. These orders shall come into effect w.e.f. 1.9.2008.
4. Insofar as persons serving in the Indian Audit & Account Department are concerned, these orders issue after consultation with the Comptroller & Auditor General of India.

Subject : Revision of the rates of Desk Allowance - Recommendations of the VI Central Pay Commission
Consequent upon the decision taken by the Government on the implementation of the recommendations of theSixth Central Pay Commission, the President is pleased to double the existing rates of Desk Allowance prescribed vide this Department's OM No. 2/24/97-PIC dated the 16th October 2000, from Rs.300 per month to Rs. 600 per month.The rates of the allowance will be increased by 25% every time the DA payable on revised pay scales qoes up by 50%.
The other conditions laid down in the above said OM of this Department dated 16th October 2000 will remain unchanged.

The revised rates will be effective form 1st September 2008.

Delhi Govt asks private schools to follow rules in hiking fee...
In the wake of widespread protest against fee hike by private schools, Delhi Government today cautioned them not to effect any increase in fee without following the laid down procedures.
Delhi Education Minister Arvinder Singh Lovely said the schools could hike fee only after getting due approval from the Parents Teachers Association (PTA) meeting Lovely said
this when a delegation of All India Parents Association met him to discuss the fee hike issue.
He further clarified that parents may ask the school authorities to hold a PTA meeting in case schools arereluctant to convene it.
"The city Government has already made its stand crystal clear by issuing detailed advertisements in leading newspapers,” . Lovely said.

The Minister said the schools have been directed to convene meeting of the PTA and decide issue of fee hike in a transparent manner explaining exact position of their balance sheet.

Special Concessions / Facilities to Central Government Employees working in Kashmir Valley in attached / subordinate officers or PSUs falling under the control of the Central Government.
Government of India has been decided that the package of concessions/facilities earlier extended to Central Government employees working in Kashmir Valley upto 30-06-2008 may be continued for a further period upto 31-12-2009.

Payment of Dearness Allowance to Central Government Employees – Revised rates effective from 1.1.2009

1. Dearness allowance payable to Central Government Employees shall be enhanced from the existing of 16% to 22% with effect from first January, 2009.

2. The payment of arrears of D.A. for the months of January and February, 2009 shall not be made before the date of disbursement of salary of March, 2009.

Subject : Rates of Daily Allowance for Staff members of the Department / National Council and Third Level / Regional of JCM

The undersigned is directed to saythat consequent upon the revision of daily allowance by the Department of Expenditure vide O.M. No. 19030/3/2008-E.IV dated 23rd September, 2008, the JCM members shall be entitled to Daily Allowance in the following manner w.e.f. 1st September, 2008.

A. (i) National Council / Departmental Council (JCM)
Reimbursement for Hotel accommodation of up to Rs. 3000 per day; reimbursement o non-AC taxi charges of up to 50kms.per diem for travel within the city and reimbursement of food bills not exceeding Rs. 300 per day.
(ii) Regional / Office Council
Reimbursement for Hotel accommodation of up to Rs. 1500 per day; reimbursement of non-AC taxi charges of up to 50 kms.per diem for travel the city and reimbursement of food bills not exceeding Rs. 200 per day.

B. The pre-revised rates as prescribed vide DOPT's O.M. No. 8/4/98-JCA, dated 17.11.1998.
This O.M. issues in consultation with Department of Expenditure vide I.D. No. 66/E.IV/2009 dated 24/2/2009.

Rs.800 per month exempt under 10(14) (ii), Income Tax relaxation on Travelling Allowance



Following allowances are exempt under section 10(14) (ii), subject to the limits stated there-against:

i. Special Compensatory Allowance or High Altitude Allowance or Uncongenial Climate Allowance or Snow bound Area Allowance or Avalanche Allowance:
Rs. 800/- common for various areas of North East, Hilly areas of U.P., H.P. and J &K (for specific details about the areas eligible for the allowance, please refer to the section 10(14) if I T Rules 1962) and Rs. 7000/- per month for Siachen area of J & K and Rs. 300/- common for all places at a height of 1000 mts or more other than the above places.
ii. Special Compensatory Allowance in the nature of Border Area Allowance or Remote Locality Allowance or Difficult Area Allowance or Disturbed Area Allowance:

Various amounts ranging from Rs. 200/- per month to Rs. 1300/- per month are exempt for various areas as specified in Rule 2BB.
iii. Special Compensatory (Tribal Area/Scheduled Area/Agency Area Allowance available in M.P., TN, U.P., Karnataka, Tripura, Assam, West Bengal, Bihar, Orissa:
Rs. 200/- per month.
iv. Any allowance granted to an employee working in any transport system to meet his personal expenditure during duty performed in the course of running of such transport from one place to another:
70% of such allowance upto a maximum of Rs. 6000/- per month.
v. Children Education allowance:
Rs. 100/- per month per child upto a maximum of 2 children.
vi. Allowance granted to meet Hostel Expenditure of children
Rs. 300/- per month per child upto a maximum of two children.
vii. Compensatory Field Area Allowance available in various areas of Arunachal Pradesh, Manipur Nagaland, Sikkim, H.P., U.P. & J&K (for specific details about the areas eligible for the allowance, please refer to the section 10(14) if I T Rules 1962):
Rs. 2600/- per month.
viii. Compensatory Modified Field area Allowance available in specified areas of Punjab, Rajasthan, Haryana, U.P., J&K, H.P. & North East (for specific details about the areas eligible for the allowance, please refer to the section 10(14) if I T Rules 1962):
Rs. 1000/- per month
ix. Counter Insurgency Allowance to members of Armed Forces:

Rs. 3900/- Per month
x. Transport Allowance granted to an employee to meet his expenditure for the purpose of commuting between the place of residence and place of duty:
Rs. 800/- per month
xi. Transport allowance granted to physically disabled (blind or orthopaedically handicapped with disability of lower extremities) employee for the purpose of commuting between place of duty and residence:
Rs. 1600/- per month.
xii. Underground Allowance granted to an employee working in under ground coal mines:
Rs. 800/- per month.
xiii. Special Allowance in the nature of High Altitude Allowance granted to member of the armed forces:
Rs. 1060 p.m. (for altitude of 9000-15000 ft.)
Rs. 1600/- p.m. (for altitudes above 15000 feet.)
xiv. Special allowance granted to members of armed forces in the Highly Active Field Area Allowance
Rs. 4200/- p.m.
xv. Special allowance granted to members of armed forces in the nature of island duty allowance:
Rs. 3,250/- in Andaman & Nicobar and Lakshadweep Group of Islands.

Clarification needed to LKG and UKG students for reimbursement of Children Education Allowance and Hostel Subsidy

In clarification of DoP&T order students from Nursery to Twelfth standard are eligible for the Children Education Allowance and Hostel Subsidy reimbursement for Central Government Employees. Link

The word 'Nursery' has a little bit of confusion, whether it is Kinder Garten or Primary and or Pre K.G. But for the Disabled (Physically and mentally handicapped) children, it is clearly given in the DoP&T order that students from the age of 5 years to 22 years are eligible.

We hope that in all establishments, Children Education Allowance and Hostel Subsidy reimbursement applications has been sanctioned for the LKG and UKG students (Not for Pre K.G.). Hence not yet received any objection from Accounts Departments.

The doubt is that the same criteria is adapted for Kendra Vidyalaya students also.

We can expect orders clarifying this.
