Placement of Pharmacists in the Entry Grade Pay of Rs.4200/-(NFG) on completion of 2 years service in the Grade Pay Rs.2800/-

Subject: Placement of Pharmacists in the Entry Grade Pay of Rs.4200/-(NFG) on completion of 2 years service in the Grade Pay Rs.2800/-

In terms of Board’s letter No.PC-VI/2009/1/RSRP/10 dated 30.03.2010, the Pharmacists (Entry Grade) in the pre-revised scale Rs.4500-7000 have been granted Grade Pay Rs.2800 in Pay Band-1 (Rs.5200-20200) w.e.f.01.01.2006. On completion of two years of regular service in the Grade Pay of Rs.2800, the Pharmacists (Entry Grade) in PB-1 (Rs.5200-20200) are eligible to be granted non-functional upgradation to the next higher Grade Pay of Rs.4200 in the Pay Band-2 (Rs.9300-34800).

2. A reference has been received from NFIR stating that some of the Zonal Railways are insisting on rendering of two years service by the Pharmacists in Grade Pay Rs.2800 for being placed in Pay Band-2, Grade Pay Rs.4200 in the revised pay structure ignoring the service rendered by them in the pre-revised pay scale Rs.4500-7000 and requested for issue of suitable clarification to the effect that the service put in by them in the pre-revised scale of Rs.4500-7000 which corresponds to Grade Pay Rs.2800/-should also be taken into account for counting two years service in Grade Pay Rs.2800 stipulated in Board’s letter No.PC-VI/2009/I/RSRP/10 dated 30.03.2010.

3.The matter has been considered in Board’s Office and it is clarified that the regular service rendered by the Pharmacists in the pre-revised scale Rs.4500-7000 should be counted as service in Grade Pay of Rs.2800 for being placed in Non-functional Grade of Pharmacists in Pay Band-2 (Rs.9300-34800), Grade Pay Rs.4200 in terms of Board’s letter No.PC-Vl/2009/I/RSRP/10 dated 30.03.2010.

4.This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

Master Crafts Man (MCM)-Grade Pay 4200-Obstacles to be cleared by this month

Ministry of Defence issued an order granting Grade pay 4200 to the MCM, with the approval of DOP&T U.O.No.5358/10/CR dated 25.2.2010,and Ministry of Finance I.D.No.2(16)E.III Desk/2008 dated 10.06.2010 and concurrence of Ministry of Defence(AG/08) vide their U.O.No 164/AG/PB dated 14.06.2010. According to this the grade structures for Industrial Employees in Ministry of Defence will be as follows

i) Grade pay Rs.1900 to Skilled Workers

ii) Grade pay Rs.2400 to Highly Skilled –II Workers

iii) Grade pay Rs.2800 to Highly Skilled –I Workers

iv) Grade pay Rs.4200 to Master Craftsman

But one of the conditions laid down by the MOD to implement this four grade structure is not accepted by all the defence workers federations including INDWF, AIDEF and BPMS.

As per the order,4 (i) The post of Master Craftsman Shall be part of the hierarchy and the placement of Highly Skilled Grade-I in the grade of Master Craftsman will be treated as promotion.

All the federations confronted with this condition and they demanded that HS-I Grade should not be treated as a promotion, instead of this it should be treated as a Placement.

The sources close to the south block told that, the views of these federations has been forwarded to the Department of Expenditure, Ministry of Finance and the matter has been examined by this department. And it is expected that necessary directions, to implement the four grade structure, will be issued by this month.

A decade long demand of the Industrial Employees of Defence Establishments, granting Grade Pay Rs.4200/- for MCM at par with railway artisans, succeeded through many struggles and it will be realized possibly before the end of this month. All the credits for this achievement goes to all the Defence federations of unions.

Revised pay structure of the common category posts of Pharmacists cadre – clarification

Sub:      Revised pay structure of the common category posts of Pharmacists cadre – clarification reg.


      Attention is invited to Railway Board’s letter of even number dated 30.O3.2010 on the above subject.

2.      As per para 2 of Board’s letter dated 30.03.2010 Pharmacist Grade-II and Grade I will be merged and designated as Pharmacist (non- functional grade) in PB 2 with grade pay of Rs.4200/- and the grade will be granted to Pharmacist (entry grade) on non-functional basis after 2 years of regular service in the grade pay of Rs.2800. In view of this, the word ‘promotion’ appearing in para 3 of the letter may be read as ‘placement’. Such placement will, however, be subject to vigilance clearance.

3.      This issues in consultation with Establishment and Health Directorates and concurrence of the Finance Directorate of the Ministry of Railways.
