Subject: - Revision of pay of teaching and other Staff in Centrally Funded Technical Institutions (CFTIs) following the pay revision of the Central Government employees on the recommendation of 6th Central Pay Commission (6th CPC).

Sir,

I am directed to refer to this Ministry’s order of even number dated 18th August, 2009 which inter-alia provided Professors in the Academic Grade Pay of Rs. 10,500/- per month to be eligible to move to AGP of Rs. 12,000/- per month subject to conditions stipulated therein.

2. It has now been decided in consultation with the Department of Expenditure to extend the HAG scale of Rs. 67000-79000/- without any Grade Pay in place of AGP of Rs.12000/- per month does not exist anymore. Other conditions of eligibility to move to the above scale of pay will remain the same. Further the new scale of pay as indicated in MHRD letter of even number dated 26.08.2010 will have prospective effect from the date of issue of orders revising the scales of pay, i.e., 18.08.2009.

Revision of pay scales of University and College teachers

Subject:- Scheme of revision of pay of teachers and equivalent cadres in universities and colleges following the revision of pay scales of Central Government employees on the recommendations of the Sixth Central Pay Commission.



Sir,
In continuation of this Ministry’s letter No. 1-32/2008-U.I/U.I (i) dated 31.12.2008 on the above subject, I am directed to say that the matter relating to revision of pay scales of University and College teachers was further considered by the Government and it has been decided as under:-

(i) Allow Rs.43,000 as entry level pay in the Pay Band Rs. 37400-67000 (PB-4) plus an academic grade pay of Rs. 10,000 to directly recruited Principals of Under-Graduate and Post-Graduate Colleges appointed on or after 1.1.2006. Principals of Under-Graduate Colleges will continue to draw Rs. 2000 per month as Special Allowance and Principals of Post-Graduate colleges will continue to draw Rs. 3000 per month as Special Allowance attached to the posts of Principals in terms of this Ministry’s letter No. 1-32/2008-U.II/U.I (i) dated 31.12.2008.

(ii) Entry pay of Readers, appointed on or after 1.1.2006 till issue of the University Grants Commission Regulations on Minimum Qualifications for Appointment of Teachers and Other Academic Staff in Universities and Colleges and Measures for the Maintenance of Standards in Higher Education, 2010, i.e., 30.06.2010, be fixed at Rs. 23,890 in PB-3 with an academic grade pay of Rs.8000. This will also apply to Lecturers (Selection Grade) promoted during the above period. Such Readers/Lecturer (Selection Grade) after 3 years will move to minimum of PB-4 with academlc grade pay of Rs. 9000.

(iii) Similarly, entry pay of Rs. 23890 in PB-3 with academic grade pay of Rs.8000 wili also apply to directly recruited Deputy Librarians and Deputy Directors of Physical Education, who will move to PB-4 with academic grade pay of Rs.9000 after completion of 5 years, in that grade.

2. This may be brought to the notice of all concerned.

3. This issues with the approval of the Ministry of Finance, Department of Expenditure vide their U.O. No. 7.21/3/2009-IC dated 17.06.2010 and U.O.No 16/11/2010-Legal dated 12/8/2010.

            The Ministry of Railways on the accepted recommendations of VI CPC, had revised the pay structure for the Primary School Teachers, Trained Graduate Teachers, Post Graduate Teachers of Railways Schools vide Board's letter No. PC-VI/2008/I/RSRP/1 dated 22.9.2008.

2.         The issue regarding revision in the pay scale of misc. categories of teachers was under consideration of Board in consultation with the nodal Ministry i.e. Ministry of Human Resource Development. It has now been decided to revised the pay scales of these categories as follows:-

(i)          Miscellaneous categories of Teachers such as Music Teachers etc. / Librarian whose pay structure was at par with Primary Teachers before 01.01.2006.

Vital changes in the pay structure of the Railway employees



Shiva Gopal Mishra General Secretary of AIRMF addressed a press conference on 25.06.10 at Press Club of India, New Delhi. He touched various burning issues in Indian Railways. We reproduce full text of the letter as follows...

PRESS RELEASE

New Delhi, June 25, 2010, “There will be vital changes in the pay structure of the Railway employees”, this was stated by Shri Shiva Gopal Mishra, General Secretary, All India Railwaymen's Federation and Northern Railwaymen’s Union in a Press Conference held here in Press Club.

Shri Mishra stated that, keeping in view the interests of the Railwaymen working in various categories; Railway Board has given its consent to change their Pay Bands widely. He stated that, after the meeting of Departmental Anomaly Committee, it was recommended to provide GP Rs.4800 to all Supervisors of apex grade as well as modification in other cadres have also been suggested.

Shri Mishra stated that more than one lakh Technicians, working in the Indian Railways and used to call Technician-II with GP Rs.2400, will now be merged with Technician-I GP Rs.2800. This will also be applicable on more than 36,000 Ticket Collectors in GP Rs.2400 and they will be provided with GP Rs.2800.

Shri Mishra informed that the Railway Board has also recommended to improve the grade pay of Technical Supervisor, Section Engineer, Jr. Engineer from GP Rs.4200 and 4600 to Rs.4600 and 4800 respectively.

“Railway Board have also recommended grade pay of Loco Pilot and Guard; and based on this, Loco Pilots of Mail and Express trains will be provided with GP Rs.4600. Besides this, Railway Board have also recommended to give Additional Allowance to the Loco Pilot(Goods) and Guard(Goods)”, Shri Mishra informed.

Shri Mishra stated that, keeping in view recruitment qualification(Graduation) and special working conditions of the Asstt. Station Master, Railway Board have recommended to provide them Entry GP Rs.4200.

Shri Mishra further stated that the main reasons of all these improvements were better coordination between AIRF and Hon’ble MR and Railway Board and also pressure of the MR on the Railway Board. Shri Mishra informed that all these recommendations have been sent to Ministry of Finance by the Railway Ministry.

“Hon’ble MR has given assurance that every possible efforts will be done to resolve the problems of the Railwaymen”, Shri Mishra informed.

“I had also raised the issue of payment of arrears to Loco Pilot and Guards w.e.f. 1.1.2006 and KMA before Hon’ble MR, which has been rejected by the Fast Track Committee. She has assured that it will be looked into”, Shri Mishra stated.

Shri Mishra also informed that the Railway Board has decided to constitute a committee to improve pay scales of more 2.5 lakh Gangmen, Keymen, Mate, Gatemen working on the Indian Railways and also to provide them Special Package. Shri Mishra further added that this category is unique, which used to be recruited and retired in GP Rs.1800.

Shri Mishra stated that he had raised the issue of filling-up of around two lakh vacant posts without further delay. Hon’ble MR has given him assurance; and some action has also been taken to overcome this problem.

Shri Mishra informed that I had also raised the issue of entitlement of Privilege Pass before the Hon’ble MR and she has assured for its early finalization.

SOME SALIENT FEATURES OF THE REVISION OF PAY SCALES FOR NON-EXECUTIVES EMPLOYEES IN BSNL...

2.0 Fitment Method :

2.1 Non-executives who where in the pre-revised non-executive pay scales before 01.01.07 will be placed in the corresponding revised non-executive pay scales as per the fitment formula given in para 2.3 below.

2.2 Non-executives joinging on or after 1.1.2007 will be placed in the initial stage of the revised pay scale in which they are appointed. In cases where emoluments in the pre-revised pay scale(s) on the date of joining BSNL [i.e. Basci Pay + DP/DA applicable on the date of joining] exceeds the sum of the pay fixed in the revised pay scale and applicable IDA thereon on the same date, the difference will be allowed as Personal Pay and it will be absorbed in future increments.

2.3 Fitment in the revised scale shall be made applicable as per following formula :
a) Basci Pay in the Pre-revised pay scale as on 01.01.2007 Plus
b) IDA neutralisation @ 68.8% on Basic Pay
c) Fitment benefit @ 30% on [Basic Pay + IDA(68.8%)]
d) The amount so arrived at, rounded off to the next multiple of 10 Rupees, shall be the Basic Pay in the revised pay scale.

2.4 Where non-executives drawing pay at two or more consecutive stages in the existing pay scale get bounched, then, in the revised IDA pay scale for every two stages so bunched, benefit of one increment will be given.

2.5 As per the fitment method mentioned in para 2.3 and para 2.4 above, scale-wise tables as on 01.01.2007 are enclosed as Annexure-I.

3.0 Annual Increment / Stagnation Increment / Pay Fixation on Promotion.

3.1 Annual Increment will be at the rate of 3% of the revised basic pay and will be rounded off to the next 10 Rupees.

4.0 Dearness Allowance :

100% DA neutralization will be adopted for all the non-executives, who are on IDA pattern of scales of pay w.e.f. 1.1.2007. Thus DA as on 1.1.2007 will become zero with link point of All India consumer Price Index(AICPI) 2001=100, which is 126.33 as on 1.1.2007. The perodicity of adjustment will be once in three months, as per the existing practice for these categories. The quarterly IDA payable from 1.1.2007 will be as per new IDA scheme as given below:-

5.0 House Rent Allowance:

The house rent allowance to the non-executive employees of BSNL will be at the following rates and will be payable on revised pay w.e.f. 27th February, 2009 :-

6.0 City Compensatory Allowance (CCA)

CCA stands dispensed w.e.f.27.02.2009. The amount equal to CCA already paid to some employees in accordance with this office letter No.1-22/2009-PAT(BSNL) dated 04-06-2009, shall be adjusted against the pay revision arrears.

7.0 Perks and Allowance:

Perks & allowances will be paid as per existing regulatory conditions applicable in case of particular perks/allowance to the non-executive employees as per the details given below, with effect from 07.05.2010.

7.2 Allowances:

7.2.1

Transport Allowance

Existing amount will continue. It will be reviewed on 01.01.2012 or as and when Transport Allowance for executives in general in BSNL is revised, which ever is earlier.

7.2.2

Transport Allowance for handicapped employees

Existing amount will continue. It will be reviewed on 01.01.2012 or as and when Transport Allowance for executives in general in BSNL is revised, which ever is earlier.

7.2.3

Special (Duty) Allowance, Island Special Duty Allowance, Hard Area Allowance

Existing amount will continue on revised basic pay. The eligibilities and attendant conditions will be applicable as in the case of BSBL Executives.

7.2.4

Special Compensatory (Remote Locality) Allowance, Special Compensatory (bad climate) Allowance, Special Compensatory (HIll Areas) Allowance, and Scheduled / Tribal Area Allowance.

Existing amount of allowance as applicable to the relevant pre-revised pay slabs will be increased by 75%. The eligibilities and attendant condtions will be applicable as in the case of BSNL Executives.

7.2.5

City Maintenacne Allowance.

Existing amount of allowance stands increased by 50%.

7.2.6

Cash Handling Allowance.

Existing amount of allowance stands increased by 50%.

7.2.7

Escort Allowance (Gr. D accompanying Cashier)

Existing amount of allowance stands increased by 50%.

7.2.8

Children Education Allowance and Hostel Subsidy.

Existing rates & amount will continue



7.3 Perks Specific in BSNL:

7.3.1

Skill Up-gradation Allowance

In order to help non-executive employees of BSNL up-grade their skills, a new allowance @ 2% of revised basic pay per month will be paid

Existing rate will continue. It will be reviewed on 01.01.2012

7.4.2

TA, DA and Hotel Rates

Existing rate will continue. It will be reviewed on 01.01.2012 or as and when these allowances are revised for executives in general in BSNL, whichever is earlier.

7.4.3

Training Allowance

The rate of Training Allowance stands modified to 7.5% of revised basic pay

7.4.4

Fixed Conveyance Allowance

Existing amount of allowance stands increased by 50%



7.5 Holidays, Leave, Working Hours and LTC etc.

7.5.1

Holidays and Casual Leave

Existing arrangement in respect of non-executives employees will continue.

7.5.2

Earned Leave, Half Pay Leave & Commuted Leave

Existing arrangement in respect of non-executives employees will continue.

7.5.3

Paternity Leave

Existing arrangement in respect of non-executives employees will continue.

7.5.4

Working Hours

Existing arrangement in respect of non-executives employees will continue.

LTC

Existing arrangement in respect of non-executives employees will continue.

Earned Leave Encashment

SBI union rejects new wage pact



The All-India State Bank Officers Federation (AISBOF) on Saturday rejected the proposed 17.5 percent wage hike and pension benefits and demanded a separate wage revision for them.

"We do not agree with the proposed salary hike for bank employees. The SBI employees demand that the increase should be at par with the salary of the Central government employees," AISBOF vice-president SK Haldar said here.

The Indian Banks Association (IBA) and United Federation of Banking Unions (UFBU) representing nine bank employee associations had agreed to the wage hike and pension benefits after a prolonged discussion in Mumbai yesterday.

Haldar, who was here to attend the zonal conference of the SBI Officers Association, said AISBOF will decide its future course of action on Tuesday.

The three lakh SBI employees are ready for an indefinite strike to demand a separate wage revision at par with Central government employees, he added.

Pay revision for polytechnic colleges : Update



On behalf of AIFPTO, General Secretary Shri N Chandra Shekhar,has led a delegation of Polytechnic teachers on Dt. 23-10-2009 and met Smt. Purandeswari, MOS HRD at her camp office in Visakhapatnam. AIFPTO Thanked her for taking initiative for submitting a note to Sri Kapil Sibal, HRM to consider review of MHRD recommendations for inclusion of PB4 for Polytechnic teachers. She assured us that a meeting with AIFPTO office bearers in the presence of Sri Kapil Sibal would be arranged after Nov. 1st to resolve the issue.

Shri N Chandra Shekhar advised polytechnic community to wait for better days to come and requested to give wide publicity of this news item among all polytechnic teaching community and local press.

Sir,
Iam directed to say that in fulfillment of the constitutional responsibility for coordination, determination and maintenance of standards in Higher and Technical Education, the Centrai Government have taken several measures from time to time. Following the revision of pay of Central Government employees on the recommendations of the 61h Centrai Pay Commission, the Central Government has revised the pay of teachen in the UGC system as per this Ministry's letter No.1-3212006-U.II/U.I(l), dated 31.12.2008(copy enclosed). It has been decided to offer partial financial assistance to those State Governments who wlsh to adopt and implement the revised pay, at par with the UGC scales of pay, for the teachers in Degree.level Technical Institutions in the States, subject to the following terms and conditions:-

(i) The financial assistance wlll be limited oniy for the State/ State aided institutions where 100% maintenance grant is being met by the State Government;

(ii) The Central Government will provide financial assistance to the States which have opted for the revised pay to the extent of 8090 (eighty percent) of the addltlonal expenditure involved for implementation of the pay revision, at par with revised pay of teachers etc. of UGC institutions, for the period from 1.1.2006 to 31.3.2010:

(iil) The respective State Governments should meet the balance 20% (twenty percent) requlrement of expenditure for implementing the pay revision of teachers etc. of degree level technical instltutes in the States during the period from 1.1.2006to 31.3.2010 from their own sources in addition to meeting the entire liability as on 31.12.2005.

(iv) The entire liability on account of the revised pay of teachers etc, of degree level technical institutes in the States would be taken over by the respectlve State Governments w.e.f. 1.4.2010.

(v) The Central Government assistance will be restricted to revision of pay (and not for any other allowances) In respect of oniy those posts which were in existence and had been filled up as on 1.1.2006.

(vi) The Central Financial Assistance shall be limited to the revised pay as approved by the Central Government under the scheme and not for any higher pay as may be glven by the respectlve State Government.

(vll) The Central flnanclal assistance will be subject to the condition that the entlre scheme of revlsion of pay as well as the conditions to be laid down in this regard by AlCTE by way of regulation is implemented by the respective State Government as a composite package.

2. The detailed proposal for implementation of the Scheme on the lines lndlcated above may kindly be formulated immediately and sent to the Ministry of Human Resource Development (Department of Higher Educatlon) for examination so that Central assistance to the extent Indicated above can be sanctioned for the Implementation of revised scales of pay. A format is enclosed for providing informatlon to the Ministry.

3. The recelpt of this letter may kindly be acknowledged.
