Shri Sachin Pilot, the Union Minister of state for Communications and Information Technology, today launched a Unique plan “PYARI JODI” combining Landline and Mobile Services of Bharat Sanchar Nigam Limited (BSNL), on the auspicious occasion of Diwali. Launching the promotional scheme, Shri Sachin Pilot said, “The aim of this promotional plan “PYARI JODI” is not only to boost mobile business of BSNL, but also arrest steep decline in the landline business. This is consistent with the role of BSNL as the truly national telecom provider with the core philosophy of connecting all parts of the nation”
The landline customers of BSNL can now take a free SIM card and can make unlimited free local calls to his/her landline/WLL number. In addition, the customers can also call two BSNL Local numbers at a reduced rate of 20p per minute and one BSNL number anywhere in India at a reduced rate of 30p per minute, without paying any additional monthly charges. On activation, customer will also get Rs.15 talk value, 1000 Local SMS, 1000 National SMS and 1000 MB data free.
The Minister said that BSNL has achieved substantial growth in mobile services by adding 22.89 lakh customers in August, 2010, 23.41 lakh customer in the month of September, 2010 and 25 lakh customers in the month of October, 2010. He directed BSNL on the occasion to maintain and even better the growth trends in the coming months also by introducing such attractive offers. He added that the quality of services offered by BSNL would continue to be closely monitored
The Minister has also launched special festive offers for BSNL 3G customers wherein all new 3G activation will get one week unlimited data download free in addition to normal freebies.

SOME SALIENT FEATURES OF THE REVISION OF PAY SCALES FOR NON-EXECUTIVES EMPLOYEES IN BSNL...
2.0 Fitment Method :
2.1 Non-executives who where in the pre-revised non-executive pay scales before 01.01.07 will be placed in the corresponding revised non-executive pay scales as per the fitment formula given in para 2.3 below.
2.2 Non-executives joinging on or after 1.1.2007 will be placed in the initial stage of the revised pay scale in which they are appointed. In cases where emoluments in the pre-revised pay scale(s) on the date of joining BSNL [i.e. Basci Pay + DP/DA applicable on the date of joining] exceeds the sum of the pay fixed in the revised pay scale and applicable IDA thereon on the same date, the difference will be allowed as Personal Pay and it will be absorbed in future increments.
2.3 Fitment in the revised scale shall be made applicable as per following formula :
a) Basci Pay in the Pre-revised pay scale as on 01.01.2007 Plus
b) IDA neutralisation @ 68.8% on Basic Pay
c) Fitment benefit @ 30% on [Basic Pay + IDA(68.8%)]
d) The amount so arrived at, rounded off to the next multiple of 10 Rupees, shall be the Basic Pay in the revised pay scale.
2.4 Where non-executives drawing pay at two or more consecutive stages in the existing pay scale get bounched, then, in the revised IDA pay scale for every two stages so bunched, benefit of one increment will be given.
2.5 As per the fitment method mentioned in para 2.3 and para 2.4 above, scale-wise tables as on 01.01.2007 are enclosed as Annexure-I.
3.0 Annual Increment / Stagnation Increment / Pay Fixation on Promotion.
3.1 Annual Increment will be at the rate of 3% of the revised basic pay and will be rounded off to the next 10 Rupees.
4.0 Dearness Allowance :
100% DA neutralization will be adopted for all the non-executives, who are on IDA pattern of scales of pay w.e.f. 1.1.2007. Thus DA as on 1.1.2007 will become zero with link point of All India consumer Price Index(AICPI) 2001=100, which is 126.33 as on 1.1.2007. The perodicity of adjustment will be once in three months, as per the existing practice for these categories. The quarterly IDA payable from 1.1.2007 will be as per new IDA scheme as given below:-

5.0 House Rent Allowance:
The house rent allowance to the non-executive employees of BSNL will be at the following rates and will be payable on revised pay w.e.f. 27th February, 2009 :-

CCA stands dispensed w.e.f.27.02.2009. The amount equal to CCA already paid to some employees in accordance with this office letter No.1-22/2009-PAT(BSNL) dated 04-06-2009, shall be adjusted against the pay revision arrears.
7.0 Perks and Allowance:
Perks & allowances will be paid as per existing regulatory conditions applicable in case of particular perks/allowance to the non-executive employees as per the details given below, with effect from 07.05.2010.

A.Raja Intervens to resolve the issues with BSNL
Bharat Sanchar Nigam Limited (BSNL) has called off the strike that began this morning after intervention of the Union Minister of Communications & Information Technology, Shri A. Raja. The decision to call off the strike was taken in the interest of the customers and the organization during a meeting between the Minister and the representatives of BSNL associations/unions here today.
The Minister directed the Department of Telecommunications (DoT) during the meeting to resolve the issue relating to revision of pay scale of non-executives and implementation of promotion policy for them within 15 days. The Department has also agreed to expeditiously move the proposal on revision of IDA pension to the Cabinet completing all the necessary formalities.
BSNL has been allowed to procure 10 million mobile lines immediately in view of the fact that 20 million lines are in the process of installation.
On the issues of disinvestment of BSNL, voluntary retirement scheme and unbundling of last mile copper pairs, the BSNL unions has been assured that all stakeholders will be taken into confidence by the Department before arriving at a final policy decision. On the issue of absorption of ITS Group ‘A’, the Department has further assured that the Cabinet Note shall be sent for consideration to the Cabinet as per the timeframe decided earlier. However, BSNL shall start process for recruitment of DGMs and management trainees and also decide the number of personnel to be recruited including their eligibility conditions.

A Section of employees, both executives and non-executives, have given a notice for indefinite strike from 20th April, 2010 for settlement of their following demands:
In order to resolve the issue, meetings were held at the level of CMD BSNL, Secretary, Department of Telecom and the Minister of Communications & IT. The Unions were assured that they will be taken into confidence before arriving at a final policy decision regarding disinvestments, VRS etc. Assurances on all other issues were also given by the Minister with definite time frame. During the discussions, the Unions seemed to be convinced. However, for the reasons best known to them, the Unions have decided to go ahead with the strike unilaterally. Even now the Government is having an open mind to resolve the issues.
All efforts are being made to ensure that the services are not disrupted and no inconvenience is caused to our esteemed customers.

Judgement delivered on 22*3*2010.
Case history:
BSNL Corporate office issued orders on 29*5*2008 for merger of DA in pay of
employees with effect from 1*1*2007. Those who retired on or after 1*1*2007
should get its benefit in pension also. BSNL authorities at Udupi and Mangalore
as well as the CCA office at Bangalore took their own time to merge DA and
revise the pension. Udupi District P&T Pensioners’ Association took up the
matter, wrote many letters. But authorities did not care. Finally, 13 BSNL
pensioners and 6 family pensioners approached the Consumer Forum on 2*11*
2009 against the delay and seeking compensation. Shri George Samuel,
Secretary of Udupi District P&T Pensioners’ Association is the first complainant
in both the cases. When the authorities came to know about the cases they
woke up and merged the DA in pay of the complainants and revised their
pension accordingly. But the case continued.
The Consumers’ Disputes Redressal Forum considered the following aspects:
1. Whether the pensioners are consumers? The Forum decided Yes.
2. Whether the delay in merging DA in the cases amounts to deficiency in
service? Forum declared Yes. The delay can not be condoned.
3. Whether the complainants are entitled to reliefs? Forum said Yes.
After hearing the arguments of complainants and the Opposite Parties
(CGMT Karnataka, CCA Karnataka Circle, PGMT Mangalore and Area Manager
at Udupi) the Forum passed the following order:
“The complaints are allowed. The Opposite Parties are directed to pay to the
Complainants in both complaints, interest @ 9% since and after 11712008 till date
of payment of the claim amounts (since paid) alongwith Rs 2000/1 each
Complainant in both the cases as compensation (except the complainant No. 1 in
both cases) for mental agony and a consolidated amount of Rs 10000 each
towards cost of proceedings in each complaint. The Opposite Parties shall pay
the above amounts within a month from the date of this order. The OPs shall pay 2
the above amounts to the Complainants and may recover the same from the
employees who are responsible for delay in releasing the revised Pensionary
benefits:”

BSNL ensures uninterrupted services during strike
BSNL has made adequate arrangements to ensure that telecom services rendered to its customers remain uninterrupted. A control room has been set up in BSNL Corporate Office, New Delhi and similar control rooms are functioning at State and District levels to constantly monitor the situation.
A section of executives of BSNL belonging to the cadres of Junior Telecom Officer and Junior Accounts Officers, recruited after formation of BSNL in year 2000, are participating in agitation with effect from 18th August 2009, in support of their demands related to increased wages and career progression, and also including demand for absorption of group 'A' officers in BSNL. Out of about 55,000 executives of BSNL, 2400 executives are unauthorizedly absent from their duties since 18th August 2009.
The issue of absorption of group 'A' officers in BSNL is under active consideration of Government and is likely to be finalized soon. The other demand of these executives relate to HR policies of BSNL, which has been finalized after due consultation with all the stakeholders and any change therein is likely to affect other section of executives. The position has been made clear to the representatives of agitating executives and BSNL management had offered to set up appropriate mechanism to settle the issue involving all section of executives. However, the offer has been rejected by the agitating executives and they have proceeded on agitation, which is totally unjustified.
In addition to above, on the call given by the majority union of non-executive employees of BSNL, i.e. BSNLEU, and its allies, a section of non-executive employees are on 48 hours strike on 19th and 20th August 2009, in support of their demand for immediate wage revision. Wage revision is done in all PSUs through process of Wage Negotiation with employees' unions as per government guidelines. The process of wage revision in BSNL is already in progress. So far, wage revision has been completed in none of the other PSUs, except one . As such BSNL is not lagging behind on this issue. BSNL has about 2,45,000 non-executive employees, and the union on agitation has about 50% membership.

BSNL Workers - 48 hours Strike on 19th and 20th August 2009

The strike notice has been given on 31st July to the management. The BSNL workers are preparing for the strike. We have written to all non-executive unions to participate in the strike on the vital issues of the workers. We hope that they will consider our letter and join the mainstream.
The Wage Revision, Promotions, Anomaly, Casual /Contract labour wages, Issues of BSNL Pensioners etc. are the most important issues at present. It will be clearly seen now who stand with the workers issues and who support the management. Workers issues are more important than the union rivalries. In the coal sector all the workers stood together, fought and got 52% fitment benefit during the last 10 years from 1997. Don’t we want the higher fitment and five years agreement? Certainly we want.
All the demands raised by are genuine and we will have to fight for that. Let us be prepared for a very successful strike.

MASSIVE HUNGER STRIKE & WALK-OUT BY BSNL WORKERS

BSNL Chief General Manager, D. Varadarajan, handing over netPC to the first customer in Madurai on Saturday
Bharath Sanchar Nigam Limited on Saturday launched Nova netPC, a service giving access to Internet and computing applications, without having to shell out a few thousands on a personal computer (PC).
Launching the service in Tamil Nadu circle here on Saturday, the BSNL Chief General Manager, D. Varadarajan, hoped to penetrate rural areas where cost of personal computers was still prohibitive, preventing people from getting broadband connections.
The service would be offered by Novatium Solutions through BSNL’s broadband. “Instead of spending on the central processing unit for the PC, one can get connected to the Internet and other computing applications through the netPC’s central server using broadband connectivity,” said S. Ganapathyraman, of Novatium. The service, called desktop utility delivery model, would provide maintenance-free computing service.
People need not worry about virus, spyware, software upgradation, privacy and maintenance of their hardware, he said. Of course, they need to pay monthly subscription fee, including broadband subscription, starting at Rs. 274 (plus tax).
On payment of Rs. 2,999 (plus taxes), one can buy a sleek processing unit (with Intel Atom) with keyboard, mouse and modem. One can use it with a computer monitor or a television set. The service comes with a processor of 1.6 Ghz speed with Linux operating system. Windows and Mac operating systems are optional. Media player could be operated offline. “This is a service at an affordable cost for people who use computers only for browsing and related applications,” said Mr. Varadarajan. General Secretary, BSNLEU, Com. V.A.N. Nambooeiri has discussed with Shri. R.K.Batra, Chairman Wage Negotiation Committee and it is decided to start wage negotiation next week and to continue till the agreement is reached.
The sub-committee on wage revision has visited SAI, GAIL, NTPC Head Quarters in Delhi and stuided the Pay scales, allowances, reirement benefits in these PSUs.

Despite a decline in its revenue over the past couple of years, the Bharat Sanchar Nigam Limited (BSNL) has decided to introduce pay revision across the board.
Owing to stiff competition from the private players in the telecom sector, BSNL had been recording a decline in its revenue over the last couple of years. During the last fiscal, BSNL had suffered a decline of Rs 2,000 crore in its revenue. The figure is likely to go up in the current fiscal.
Amidst this situation, a hike of nearly 50 percent has been effected for BSNL employees, that too with retrospective effect from January 2007. Highly placed sources in BSNL told ‘Express’ that the additional amount required in view of the implementation of the new pay scale was yet to be worked out. Moreover, 40 percent of the arrears will have to be paid during this month. This payment will also cause huge financial burden to the public sector undertaking at the end of the financial year.
The decision to give huge hike to BSNL employees has raised many an eyebrow. “BSNL employees may wholeheartedly welcome the hike. But in the long run, it will weaken the financial position of the organisation,” said a BSNL official.
Many leading companies are now resorting to cost cut measures such as downsizing and slash in wages owing to the global recession. BSNL giving huge hike to the employees at this point reflects its unprofessional management.
However, BSNL employees point out that a pay revision is being implemented after a decade. They said that the pay revision could be treated only as a genuine one.

Revison of Pay Scales of Pay of Board Level and below Board Level Executives of BSNL w.e.f. 1.1.2007.
The arrear from 1.1.2007 to 28.2.2009 will be paid in two installments like the Central Government Employees, 40% in this financial year 2008-09, and the balance of 60% in financial year of 2009-10.
