Subject: Relaxation in eligibility conditions to appear in SOs/Stenographers (Gr.;B’/Gr.’I’) Limited Departmental Competitive Examination, 2008 in the grade of Section Officer of CSS – Representations of DR Assistants belonging to 2002 and 2003 –regarding.

The undersigned is directed to say that this Department has received many representations from Dr Assistants belonging to 2002 and 2003 working in various Ministries/Departments for grant of relaxation in eligibility conditions to enable them to appear in SOs/Stenographers(Gr.;B’/Gr.’I’) Limited Departmental Competitive Examination, 2008 in the grade of Section Officer of CSS.

2. The matter has been examined in this Division and it has not been found possible by the competent authority to accede to the requests for relaxation of the eligibility conditions as laid down in the CSS, SO Grade(LECE) Regulations 1964.

3. In terms of Rule 5 of this Department’s Notification No. 6/2/2010-CS-I(P) dated 28.8.2010, the final decision shall be that of the UPSC with regard to the acceptance of the eligibility or otherwise for admission to the aforesaid Examination.

4. All Ministries/Departments are requested to bring the contents of this OM to the knowledge of all concerned Assistants, whose request have been forwarded to DOP&T(CS Division).

Grant of financial upgradation under the Modified ACP Scheme – reckoning of Non-Functional Grade (NFG) to DR Assistants/DR Grade ‘C’ Stenographers

Sub: Grant of financial upgradation under the Modified ACP Scheme – reckoning of Non-Functional Grade (NFG) to DR Assistants/DR Grade ‘C’ Stenographers – clarification reg.

In supersession of Board’s Order of even number dated 17.2.2010, it is clarified that DR Assistants/DR Grade ‘C’ Stenographers who have got Non-Functional Grade (NFG) in the Grade Pay of RS.5400 would only be entitled to 3rd financial upgradation in the immediate grade pay of RS.6600 on completion of 30 years of continuous service or on completion of 10 years of stagnation in 2 single Grade Pay, whichever is earlier. No further financial upgradation would be admissible to such officials.

2. This issues with the concurrence of the Finance Directorate of the Ministry of Railways and has the sanction of the President.

Staff Selection Commission declared final result of the Stenographer Grade ‘C’ LDCE – 2008

subject: Stenographer Grade ‘C’ Limited Departmental Competitive Examination, 2008 Nomination of qualified candidates – regarding.

The undersigned is directed to say that the final result of the Stenographer Grade ‘C’ Limited Departmental Competitive Examination (LDCE) 2008 has been declared by the Staff Selction Commission on 23.3.2010. Based on the result of the examination, the SSC has recommended 76 (General­63 and SC-13) candidates for appointment to the Stenographer Grade ‘C’ for the Select List Year 2008. Accordingly, 76 candidates are hereby allocated to various cadres units of CSSS as shown in the Annexure to this O.M. The dossiers of the candidates, as received from the Commission, are sent herewith and they may be retained, on their appointment, as part of their personal files. It is requested that before the candidates are actually appointed, particulars of their service, etc. as shown in the dossiers may please be checked up from the original entries available in their respective Service Books. They may be appointed’ to Steno Glade ‘C’ of CSSS provided they are clear from vigilance angle.

2. It is requested that the qualified candidates may be relieved immediately for appointment as Steno Grade ‘C’ in the CSSS cádre to which they have been nominated. These qualified candidates may be included in the Select List of Steno Grade ‘C’ of CSSS for the year 2008 in the manner indicated in the CSSS Rules, 1969. Copies of appointment orders may be endorsed to this Department and the SSC.

3. No ST candidates have been recommended by the Commission and the remaining unfilled vacancies belonging to ST category may be carried forward to the subsequent Select List in accordance with the instructions/rules in force.

4. Receipt of this O.M. together with the enclosure(s) may please be acknowledged.

Subject: Grant of financial upgradation under the Modified Assured Career Progression Scheme.

  

               In supersession of this Department's O.M. of even number dated 12th January, 2010, the undersigned is directed to say that it has been further clarified by Establishment (D) Assistants/DR Grade 'C' Stenographers who have got Non-functional grade (NFG) in the grade pay of Rs.5400/- would only be entitled for 3rd financial upgradation in the immediate higher grade pay of Rs.6600/- on completion of 30 years of continuous service or on completion of 10 years stagnation in a single grade pay, whichever is earlier.. No further financial upgradation would be admissible to such officials.

  

All the cadre/sub-cadre authorities are requested to deal with such cases accordingly.

Model RRs for stenographer Grade II post in non-Secretariat Organizations

Subject:- Model RRs for stenographer Grade II post in non-Secretariat Organizations.


The undersigned is directed to refer to this Department’s OM No. AB 14017/53/2005-Estt.(RR) dated 17th February, 2006 forwarding copies of the Model Recruitment Rules of Stenographers cadre. The posts or Stenographer Grade I and Grade ll in the pre-revised scale of Rs. 5500-9000 and Rs. 5000- 8000 respectively have been placed in PB-2 with Grade Pay of Rs 4200. The Model Recruitment Rules for the post of Stenographer Grade III in the pre-revised scale of Rs.4000-6000 have been reviewed in the light of 6th CPC recommendations on revision of pay scales, instructions issued by this Department, etc. and the post of Stenographer Grade III shall be designated as Stenographer Grade II. Accordingly, the Model Recruitment Rules for the same applicable to the Stenographers in Non-Secretariat Organizations which are not part of the CSSS / RBSSS I IFS / AFHQSS or any other organized headquarter services are enclosed as Annexure to this Office Memorandum.

2. Ministries / Departments may review the existing rules and notify the revised rules conforming to the Model Recruitment Rules. These may also be forwarded to all autonomouslstatutory bodies for adoption. The Ministry of Home Affairs etc., also requested to forward these Model RRs to the UT Administrations for appropriate action.

3. Model RRs for other posts in Stenographer Cadre will be circulated separately.

Grant of advance increments to Stenographers

Subject:- Grant of advance increments to Stenographers in Subordinate Offices for acquiring higher speed in short-hand - Acceptance of Award of BOA - regarding.



In accordance with the provisions contained in the Ministry of Finance (Department of Expenditure) O.M.No.7(31)E-Ill(A)/75, dated 4.10.1975 and this Department's 0.M of even number dated 148.1969, Stenographers (Ordinary Grade)in Subordinate Offices in the pay scale of Rs.1200-2040 (pre-revised)were granted one or two advance increments respectively on qualifying shonhand speed test at 100 or 120 wpm, both at recruitment stage and while in sewice. It was clarified vide OM dated 14.8.1989 that these advance increments will not count as pay for allowances and as emoluments for pension/gratuity.

2. A demand was raised by the Staff Side in the National Council (JCM) that the OM dated 14.8.1989 may be withdrawn and the advance increments granred to Stenographers (Ordinary Grade) in Subordinate Offices be treated as pay for all purposes. The demand of the Staff Side was referred to the Board of Arbitrarion in CA Ref. No.5 of 2004 which gave the following Award on 16,92005:

'The advance increment sanctioned to the Stenographers in the Subordinate Offices as an incentive for passing the speed test of 100 w.p.m and 120 w.p.m. should be treated as pay for all purposes."

3. The question of implementation of the above Award has been considered in consultation with the Ministry of Finance and the President is pleased to accept the Award in CA Reference No.5 of 2004. Accordingly, it has been decided that the advance increments granted to the Stenographers (Ordinary Grade) in Subordinate Offices in terms of the provisions contained in Ministry of Finance's OM dated 4.10.1975 shall be treated as pay for all purposes. Past cases dec~aed otherwise may be regulated accord~ngly. This Department's OMS dated 14.8.1989 and 30.1.2001 shall be treated as amended to thls extent.

4. In so far as the persons sewing in the Indian Audit and Accounts Department are concerned, these orders issue after consultation with tni Comptroller and Auditor General of India.

5. Ministry of Finance etc, are advised to bring the above decision to the notice of all concerned under them for their proper actionlguidance.
