As the Railways are aware, in terms of extant procedure, in case of certain Group 'C' posts, a typing skill test is conducted while recruiting candidates from open market. Till now, this skill test was being conducted on manual typewriters. The issue of conduct of typing test on Personal Computer (PC) instead of manual typewriters has been under consideration of this Ministry.

It has now been decided that infrastructure be developed to conduct such typing skill test on Personal Computer only in future, while recruiting staff from open market. Till development of proper infrastructure, typing test be conducted on Personal Computer, or on manual typewriter, as per the choice of the candidate.

Model Recruitment Rules for Group ’C' Post

OFFICE MEMORANDUM

  

Subject: Model Recruitment Rules for Group 'C' posts in Pay Band-I, with Grade Pay of Rs.1800/- (pre-revised Group 'D' posts)

               The 6th CPC recommended that all Group ‘D’ posts in the Government will stand upgraded to Group ‘C’, Pay Band-I with Grade Pay of Rs.1800, along with the incumbents (after suitable training, wherever required). The other recommendations of the Commission, in this regard include:

  

(i) There will be no further recruitment in Group ‘D’.

  

(ii) The existing Group ‘D’ posts will be placed in Group’C’ Pay Band-I with Grade Pay of Rs.1800.

  

(iii) The minimum qualification for appointment to this level will be either l0th pass or IT1 equivalent

  

(iv) Multi- skilling, with one employee performing jobs hitherto performed by different Group ‘D’employees.

  

(v) Common Designation for these posts,

  

2. Model Recruitment Rules (Annex-I) have been framed keeping in view the recommendations of the Pay Commission. All the Ministries/Departments are requested to amend the Recruitment Rules for the erstwhile Group’ D’ posts as per the Model RRs and the recommendations of the Pay Commission.

  

3. Powers for framing1 amendment of RRs for Group 'C' posts have already been delegated to Ministries / Departments. Therefore the RRs may be framed accordingly, in consultation with Ministry of Law without further reference to this Department. This Department needs to be consulted only if any deviations from the model RRs are proposed.

  

4. Ministries Departments may adopt the designation of MULTI- TASKING STAFF for some common categories of posts in the secretariat offices. Annex-II indicates the categories of erstwhile Group 'D' posts which may be given this designation and illustrative list of duties attached to these posts. For other categories of posts, Ministries Departments may adopt single designation for posts whose duties are similar in nature and where the officials can easily be switched from one task to another. In all cases it may be ensured that:

  

a) The posts are classified as Group 'C'

  

b) The posts are placed in Pay Band-I with Grade Pay

  

of Rs.1800. c) The minimum qualification for appointment is prescribed as 10th pass. Where technical qualifications are considered necessary, IT1 in the relevant subject may be prescribed as the minimum qualification.

  

5. Ministry of Home affairs etc. are requested to bring the contents of this 0.M to the notice of all their Attached1 Subordinate Offices. The autonomous1 statutory bodies may adopt the same with the approval of the competent authority as per their rules1 statutes.

Appointment of 5,400 group-D employees in Railways..

The central administrative tribunal today restrained the railways from appointing 5,400 group-D employees who had been named on a 2006 panel.

It asked the committee to draw up a fresh panel after scrutinising all the 17 lakh applications filed in 2006, when Lalu Prasad was the railway minister. About 3,500 candidates whose names had not figured on the list had moved the tribunal in 2008. It said rules had not been followed during scrutiny of the applications.

Track deaths

Durgapur: Three railway gang men were run over by the Jammu Tawi Express from Calcutta near Durgapur on Friday. Police said they were inspecting the tracks.

3 lynched

Calcutta: Two men and a woman have been lynched in three separate incidents in North 24-Parganas’ Basirhat area after they were suspected of being child lifters. Police said the bodies of the men, in their late 30s, were yet to be identified. The woman was Sonara Bibi, 38, said to be a mentally unstable widow.

Suspension of Annual Review for gradewise percentage

                        Sub:    Suspension of Annual Review for gradewise percentage

                        Please connect Board's letter no. PC-III/2006/FE-1/2 dated 23-02-2007 vide which Railways/Units were advised that Annual Review of Group 'C' & 'D' cadres would be undertaken w.e.f. 01-04-2009 taking into account the cadre strength as on 01-04-2009.

  

          Pursuant to the demand raised by Staff Side for suspension of Annual Review, Board have reviewed the matter and decided that the Annual Review due to be conducted as on 01-04-2010 on the cadre strength of 01-04-2010 should be suspended. The decision to conduct the next Annual Review as on 2011 will be taken in March-2011.

  

         This issues with the concurrence of Finance Directorate of this Ministry.
