Transfer policy of KV teachers revised

New Delhi, Nov 3 (PTI) Revising the transfer guidelines of Kendriya Vidyalaya (KV) teachers, the Government today approved certain amendments like giving fair chance to every employee to get a choice posting and placement in "hard stations" both for men and women teachers.

At the same time, it also cleared the way for KVs to conduct skill development courses in campuses everyday by making optimum utilisation of the infrastructure and introducing foreign language programme starting with German.

The decisions was taken at the 89th meeting of the board of governors of KV sangathan chaired by HRD Minister Kapil Sibal.

Sources said the guiding principles of the transfer policy would give every teacher a "fair chance of getting a choice posting but in a transparent manner".

Govt plans to set up more KVs in naxal affected areas

New Delhi, Sep 4 (PTI) Giving a thrust to children's education in the naxal-affected areas, Government today said it is planning to set up more kendriya vidyalayas in those regions.

"We will try to set up more kendriya vidyalays (KVs) in naxal affected areas," HRD Minister Kapil Sibal told reporters here on the eve of Teacher's Day celebration.

The Minister's statement assumes significance in the light of apprehensions raised by this year's some of the national award winning teachers of the affected district about the fate of students.

Hosting a lunch for the teachers, who would be felicitated by President Pratibha Patil tomorrow, Sibal said the decision on setting up the KVs will be taken in the next couple of months.

Sibal, however, sought not to comment when asked for his reaction about the compliment bestowed on him by Prime Minister Manmohan Singh early today.

Cabinet approves 107 new Kendriya Vidyalayas



The Cabinet Committee on Economic Affairs (CCEA) Thursday approved a proposal for setting up 107 new Kendriya Vidyalayas (KVs) during the remaining period of the Eleventh Five Year Plan (2007-12).

Announcing the decision, Home Minister P. Chidambaram said the new KVs will cater to about 103,000 students throughout the country.

He was briefing reporters after a CCEA meeeting chaired by Prime Minister Manmohan Singh.

The total financial requirement for construction and operation of these new KVs will be Rs.526.99 crore during the 11th Plan with a spillover of Rs.279.48 crore towards capital cost during the 12th Plan.

The central sector scheme of Kendriya Vidyalayas (KVs) was started in 1962 with the objective of providing educational facilities of a uniform standard throughout the country to the children of transferable central government employees.

The scheme started with 20 regimental schools in 1963-64 and has now grown to 980 schools.

Subject: Guidelines for Admission in Class XI based on Grade Points.

Madam/Sir,

With reference to the subject cited above, the broad guidelines for admission in Class XI, duly approved by Chairman, KVS, is given hereunder for immediate implementation in all Kendriya Vidyalayas.

(I) CLASS XI ADMISSIONS : -

Fresh admissions would be made after accommodating all the eligible students of the same KV in the entitled stream and thereafter students from other KVs. Fresh admission for remaining vacancies would be made in order of merit In the sequence of categories of priority on the basis of the board results of class X. There would be no fresh admission in class XI over and above the class strength. Admissions in different streams for children seeking admission from KVs & non-KVs would be nude on fulfillment of the following requirements:

      The cut off Grade and CGPA for admissions in Science, Commerce & Humanities Streams would be as under:

a.       Science Stream
(1)      Science with Mathematics
      A minimum of B2 GRADE in Maths
      A minimum of B2 GRADE in Science and
      A minimum of 6.0 CGPA

(ii)       Science without Maths
      Science without mathematics may be allowed if the student has secured B2
      GRADE in Science with at least 6.0 CGPA.

b.       Commerce Stream
      1. A minimum of 6.0 CGPA.
      2. Mathematics can- be offered with Commerce if the student has obtained a minimum of B2 GRADE in Mathematics.

C.       Humanities Stream
      All students of Kendriya Vidyalayas if they are declared successful by the CBSE would be given admission. However, Humanities with Mathematics can be offered if at least B2 GRADE is obtained in Mathematics.
Note:      INFORMATICS PRACTICES AS AN ELECTIVE SUBJECT 15 OFFERED TO ALL STREAMS. ADMISSION TO THIS WOULD BE GRANTED AS PER THE COMBINED MERIT LIST.

d.      Computer Science / Bio-Technology , wherever available as an elective subject is to be offered to students of Science Stream and admission would be granted as per combined merit list. Multi-media & Web-Designing Technology (wherever available) as elective subject may be offered to students of all the streams (Commerce, Humanities & Science).

Following concessions will be allowed for admission to Science and Commerce streams.

(A).       Students belonging to SC/ST be given upgradation by one grade in two subjects wherever required. CGPA may be enhanced by 0.4 for the purpose of admission to Class XI Science/Commerce.

(B)       The following concession will’ be, granted to students fore, admission who participated in Games & Sports meet/Scouting &Guiding/NCC/Adventure activities at various levels, The certificate needed for this purpose can be of any preceding years.

      Maximum concession under Sports / Games / NCC / Scout / Guide/Adventure will not exceed 0.8 points in CGPA .In case of eligibility for more than one concession under different categories as mentioned at(a),(b) and (c) above , only one concession having maximum advantage to the candidate will be allowed.

(c)       Admission of non eligible children of Embassy Officers in all Kendriya Vidyalayas abroad in class XI will be decided by the Commissioner , KVS on case to case basis.

(d)       Principal may admit children to class XI only Up to the permitted class strength.

(e)       A student who was earlier not found eligible for admission to a particular stream may be allowed fresh admission to a particular stream in class XI in the next academic session, if he/she improves his/her performance within one year from the same Board.

In case of 02 or more candidates obtaining equal CGPA(overall indicative ‘ percentage of marks), the inter-se-merit of such candidates may be determined as follows:

(a) For Science based Courses:
• Candidates obtaining higher CGPA , (indicative percentage of marks) in one compulsory language (Better of English /Hindi), Mathematics and Science.

(b) For Commerce based Courses with Mathematics:
• Candidates obtaining higher CGPA (indicative percentage of marks) in one compulsory language (Better of English/Hindi), Mathematics and Science/Social Science.

(c) For Commerce based Courses-without Mathemoticsi
• Candidates obtaining’ higher CGPA (indlcative percentage of marks) in one compulsory language (Better of English/Hindi), Science and Social Science.

(d) For Humanities based Courses:
• Candidates obtaining higher CGPA (indicative percentage of marks) in one compulsory language (Better of English /Hindi), Social Science and 2 “d Language. The contents of this letter be brought to the notice of all the Principals of Kendriya Vidyalayas functioning in your Region,

Two hundred new Kendriya Vidyalayas in the offing



The Government has initiated the process of expanding the network of Kendriya Vidyalayas in the country by opening another 200 such schools during the 11th Plan period.

The HRD Ministry has projected a requirement of Rs 813.7 crore for the purpose as the Planning Commission has given "in principle" support for the project.

At present, there are 981 Kendriya Vidyalayas which cater to the educational needs of children of Central Government employees including Defence and Para-Military personnel who are frequently transferred.

"There is a proposal for opening 200 KVs during the 11th Plan in metros, areas having sufficient concentration of defence or para-military forces and areas with high concentration of Central government personnel. The Planning Commission has supported this proposal in principle," a ministry official said.

The locations will be decided on the basis of local demands and feasibility of proposals.

Arrears: KV teachers allege apathy



Resentment is brewing among the teachers of Kendriya Vidyalayas (KVs) against the Kendriya Vidyalaya Sangathan for non-payment of their salary arrears pending after the revisions made by the Sixth Pay Commission.

The general secretary of All India Kendriya Vidyalaya Teachers Association (AIKVTA) S S Malik said more than three years have passed since the central pay commission declared the pay revision.

“Even the state governments have paid the arrears to their employees. But the KV teachers working under HRD Ministry are yet to get their arrears,” he alleged.

He said that though 40 per cent of the amount was released in April, the rest 60 per cent is still pending. “We have appealed the HRD Minister to make budgetary provisions for the same and release the money immediately. But no response has come yet,” he informed.

Sources said while there are about 950 KVs in the country, the Bhubaneswar region comprising Orissa and Jharkhand has over 50 KVs.

The KV teachers are also annoyed following a recent decision asking them to forgo their 10-day winter vacation and coach the bright and weak students of their respective schools by taking extra classes.

The decision was taken during the recent conference of principals of KVs. Though the teachers are yet to be intimated about it officially, the AIKVTA has opposed the decision.

This apart, the KV vocational staffs – teachers and Class-IV employees - have opposed another decision of the Sanghatan which bars them from their earned leave (EL) and forces them to opt for half pay leave (HPL) on production of medical certificates countersigned by the chief medical officer.

Free study for disabled at central schools(Kendriya Vidyalaya Sangathan)



The human resource development ministry has decided to exempt differently abled students from tuition fees at Kendriya Vidyalayas across India for the first time to thwart potentially embarrassing protests against a recent fee hike.

HRD minister Kapil Sibal has approved a Kendriya Vidyalaya Sangathan proposal to completely exempt students with disabilities from tuition fees and a special levy charged for school development, top KVS officials have told The Telegraph.

The KVS, which runs the central school chain, today issued a notification to its schools declaring this decision, sources said.

The exemption will cover students with any disability listed in the Persons with Disabilities (Equal opportunities) Act.

The act at present lists blindness, “low vision”, leprosy, hearing impairments, locomotor disabilities, mental retardation and mental illness as ailments. The government is planning to amend the law to include other disabilities.

Students will need to provide a certificate from a medical board or a government hospital, testifying that they are suffering from “not less than 40 per cent” of the particular disability.

Ministry sources confirmed that the decision to exempt disabled children from tuition fees and contribution to a Vidyalaya Vikas Nidhi — a fund for central school development — was taken in the face of a growing protest.

The KVS has received several representations from disabled students and their parents, and even activists have protested the recent fee hike.

The decision comes soon after Sibal faced an embarrassing hitch while tabling the right to education bill in Parliament, with activists alleging that the present legislation discriminated against disabled children.

UPA chairperson Sonia Gandhi and Prime Minister Manmohan Singh intervened, asking Sibal to personally assure the activists that disabled students would benefit from clauses aimed at helping backward sections.

“This was threatening to turn into a similar thorn in the ministry’s flesh. Exempting disabled students from fees ends the possibility of such protests,” a source said.

Till now, the central schools had been charging a tuition fee of Rs 40 a month for students of Classes IX and X, and Rs 50 per month for students of Classes XI and XII.

All girls, Scheduled Caste and Scheduled Tribe students, wards of soldiers injured or killed in action, and all boys till Class VIII are at present exempt from tuition fees.

All students till Class X — and non-science students in Classes XI and XII — are at present charged Rs 160 a month for the school development fund, which does not exempt any student.

Science students in Classes XI and XII are charged Rs 200 per month for the fund.

But earlier this month, the Kendriya Vidyalayas decided to raise their fees. They announced tuition fees of Rs 200 a month till Class VIII, raising the amount to Rs 300 for commerce and humanities and Rs 400 for science students in Classes XI and XII.

The contribution towards the school development fund was raised to Rs 240 a month for students till Class X and non-science students of Classes XI and XII. The contribution was hiked to Rs 300 a month for science students in Classes XI and XII.

The new fee structure retained the existing exemptions from tuition fees while continuing to enforce the school development contribution from all students.

Now, disabled students will join the list of pupils exempt from paying tuition fees and will become the first segment of students who will not need to contribute to the school development fund.

Vice President to give away prizes of the 21st National Youth Parliament Competition for Kendriya Vidyalayas



Shri Mohammad Hamid Ansari, the Vice President of India will be the Chief Guest at the Prize Distribution Function of the 21st National Youth Parliament Competition, 2008-2009 for Kendriya Vidyalayas being held tomorrow in New Delhi and will give away the prizes to the winners of the Competition.

The students of Kendriya Vidyalaya, CLRI, Chennai, which stood first in the competition, will present a short sitting of “Youth Parliament” on the occasion.The Vidyalayas and students who secured positions in the competitions will be awarded, shields, trophies and certificates during the Prize Distribution Function. The Running Parliamentary Shield and Trophy for standing first at National Level will be awarded to Kendriya Vidyalaya, CLRI, Chennai. Besides, trophies will also be awarded to 5 Vidyalayas which stood first in their respective zones and 12 Vidyalayas which stood first in their respective regions.

Under the scheme of Youth Parliament, 21st National Youth Parliament Competition for Kendriya Vidyalayas in the series was organized during 2008-2009 with 90 schools participating. The competition was held in two stages, first at the regional level and then at the national level.

The position of regional winner was determined on the basis of evaluation of performance for the national level. The Vidyalayas, which stood first in their respective regions, then competed at the national level. Teams of judges which inter-alia included MPs/Ex-MPs alongwith officers of the Ministry of Parliamentary Affairs and Kendriya Vidyalaya Sangathan evaluated the presentations. On the basis of the evaluation, Kendriya Vidyalaya, CLRI, Chennai was declared winner at the National Level.

Youth Parliament Competition was started by the Ministry of Parliamentary Affairs in the schools under the Directorate of Education, Government of NCT of Delhi and NDMC in1966. In 1978, Kendriya Vidyalayas situated in and around Delhi were included in the competition alongwith the Delhi schools. In 1988, a separate National Youth Parliament Scheme for Kendriya Vidyalayas was introduced as a part of the celebrations of 40 years of India’s Independence and Pandit Jawaharlal Nehru’s birth centenary. In 1997-98, two more national competitions, one for Jawahar Navodaya Vidyalayas and the other for Universities and Colleges were introduced as a part of the celebrations to commemorate 50 years of India’s Independence.

The Youth Parliament Scheme aims at inculcating the spirit of self-discipline, tolerance of diverse opinion, righteous expression of views and other virtues of democratic way of life in the younger generation. Besides the scheme also acquaints the students with the practices and procedures of Parliament, techniques of discussion and debate and develops in them the quality of leadership.
